Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, October 8, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Chuck Stubbe, Stephanie Zarr, Kelly Puhrmann, Laura Jones and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Petersen to approve the agenda. Motion carried.
Motion by Ellis, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Petersen, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

Chairman Mongan called for comments from the public. Chuck Stubbe expressed frustration with the requirement in Cherokee County to renew driver’s licenses by appointment only. The supervisors agreed that it is not ideal to send local residents to other counties to do their business, and assured Stubbe that they would have a conversation with the Treasurer about the possibility of offering a hybrid system with appointments and walk in services at the driver license station.
Kelly Puhrmann, County Engineer, presented a utility permit and construction document for consideration.
Motion by Ellis, seconded by Skou to approve an underground construction on county right of way application for Precision Underground Utilities in Sections 35 and 36 of Marcus Township and Section 1 of Amherst Township. Motion carried.
Motion by Petersen, seconded by Mummert to approve a federal aid funding agreement for bridge replacement project #BROS-CO18(94)--8J-18 (Diamond 105). Motion carried.
Puhrmann provided a review of current construction projects including F Avenue which is now expected to have a January bid letting date; resurfacing on River Road is currently in progress; Diamond 105 bridge replacement project will have a January or February bid letting; and FEMA applications are in progress for general gravel loss and Stoner’s Bridge damage.
Sam Boothby, County Recorder, presented a revenue report for consideration and requested approval to apply for a credit card for the Recorder’s Office.
Motion by Ellis, seconded by Mummert to approve the County Recorder’s $80,964.02 September 30, 2024 Quarterly Revenue Report with $27,276.63 retained by the county. Motion carried.
Boothby reviewed a proposal sponsored by the Iowa County Recorder’s Association which encourages Iowa Legislators to adopt an updated fee schedule for recording real estate transactions in county offices.
Motion by Ellis, seconded by Mummert to authorize a credit card to be issued for use by the Cherokee County Recorder’s Office. Motion carried.
Motion by Petersen, seconded by Ellis to appoint Chad Brown to fill a vacancy on the Cherokee County Conservation Board with term ending December 31, 2025. The vacancy is a result of Andy Bierman’s resignation from the board. Motion carried.
Cheryl Ellis provided an overview of the Rolling Hills Community Services Region governance board’s current situation regarding buildings it purchased with local member county tax dollars. Rolling Hills is the only region in the state that owns buildings and is waiting for a legal opinion of how to dispose of real property. The buildings must be disposed of since they are owned by an entity that no longer exists. Ellis reported that current Rolling Hills Region governance board members are in favor of gifting the properties to the agencies that are currently using the facilities. The supervisors noted that Wane Miller, former supervisor representative on the Rolling Hills Board, was correct when he tried in vain to stop the Region from purchasing buildings with local taxpayer dollars.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Skou, seconded by Ellis to adjourn the meeting at 9:41 a.m.
