Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, June 25, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, and Cheryl Ellis present. Dave Skou was absent. No press was present. Steve Zarr, Sarah Tracy, Stephanie Zarr, Derek Scott, Tom Kohn, Jodi Mongan, Gary Lundquist, Trapper Rudisill, Julie Rudisill, Paula Voss, Gary Jordan, and Audrey Pitts were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Ellis seconded by Mummert to approve an amended agenda moving the nuisance property and updating the nuisance ordinance to the end of the meeting and removing the Invenergy project update. Motion carried.
Motion by Petersen, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Ellis, seconded by Mummert to renew the Iowa Communities Assurance Pool (ICAP) insurance policy for 2024/2025 with a $292,4173.00 premium. Motion carried.
Motion by Petersen, seconded by Ellis to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Mongan called for comments from the public. Tom Kohn, Veteran Affairs Director, informed the Board of Supervisors on the completion of the flag retirement box. It will be placed on the south lower-level entry of the courthouse.
Steve Zarr, Survey Engineering Technician, presented utility permits for consideration.
Motion by Ellis, seconded by Petersen to approve an underground construction on county right of way application for CML in Sections 22 and 23 of Cherokee Township. Motion carrie
Ronald Honsbruch, American Legion Treptow Post #230, requested financial assistance from the Cherokee County’s Rural Betterment Fund to assist with room rent at their current location in the Historic Depot. There is a funding deficit of $1,027.00 due to the declining memberships. The Board of Cherokee Depot and Officer of Post #230 prefer to maintain the rental agreement because of the historical significance between the Cherokee Depot and the American Legion along with having a climate-controlled facility for weapons loaned to the Post by the government. The request was tabled for further discussion and research.
Motion by Ellis, seconded by Petersen to approve a $15.00 per hour wage authorization for Peyton Kohn, Temporary Part-Time Veteran Affairs Administrative Assistant, effective July 1, 2024 as previously approved by the Cherokee County Veteran Affairs Commission. Motion carried.
Motion by Ellis, seconded by Mummert to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2025 county funding of covered services provided by the Cherokee County Fair for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Mummert, seconded by Ellis to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2025 county funding of covered services provided by the Lily of the Valley School Project for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Ellis, seconded by Petersen to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2025 county funding of covered services provided by the Quimby Library for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Gary Lundquist reported on the updates at the landfill.
Parties involved with the nuisance property located at 1587 510th Street, Cherokee included Sarah Tracy, Zoning Administrator, Jodi Mongan, Treasurer, and Derek Scott, Sheriff. The County Attorney and Environmental Health were unable to attend the discussion. Jodi Mongan, Treasurer presented information on the tax sale, 1587 510th Street was 1 of the 4 public bidder properties that was not purchased. Since these properties were not purchased, they will all become county held tax sale certificates. Processes were discussed on how to proceed with the nuisance property. After discussion, the preference of the board was to have all the parties do more research regarding nuisance ordinances and processes. The topic will be scheduled for the August 27th agenda, so all parties involved can be present at the meeting.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
