Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, January 9, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Derek Scott, Sam Boothby, Sarah Tracy, Kelly Puhrmann, Kenny Schlenger and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Ellis to approve the agenda. Motion carried.
Motion by Petersen, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Kyle Basten, Beck Engineering, reviewed design plans with the supervisors for the courthouse east entry improvement project including three alternates. After discussion, the preference of the board was to eliminate the alternatives and bid all items as one complete project.
Motion by Mummert, seconded by Petersen to approve plan documents prepared by Beck Engineering for the 2024 Cherokee County Courthouse East Entry Improvement Project. Motion carried.
Motion by Ellis, seconded by Mummert to set a bid letting on February 1, 2024 at 3:00 p.m. and public hearing at 9:00 a.m. on February 6, 2024 for the 2024 Cherokee County Courthouse East Entry Improvement Project. Motion carried.
Derek Scott, County Sheriff, presented a revenue report for consideration.
Motion by Skou, seconded by Ellis to approve the County Sheriff’s $45,218.56 December 31, 2023 Quarterly Revenue Report with $28,749.68 retained by the county. Motion carried.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Mummert, seconded by Petersen to approve the County Recorder’s $108,805.26 December 31, 2023 Quarterly Revenue Report with $31,587.59 retained by the county. Motion carried.
Sarah Tracy, County Engineer, presented budget cash flow projections for the board’s review.
Kenny Schlenger, Roads Superintendent, discussed a problem he is having with individual property owners installing driveways in the county right of way that do not comply with county regulations. Schlenger asked the board to help get information out to the public about the importance of property owners completing a required driveway permit and following county regulations for construction in county right of way.
Motion by Ellis, seconded by Petersen to approve a two-year contract with HUB International Great Plains to comply with Governmental Accounting Standards Board (GASB) 75 including reporting requirements of Other Post Employment Benefits (OPEB). Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Proposed ending cash balances were reviewed for the 2024/2025 fiscal year after all department budgets were received. The County Auditor was directed to notify all departments that budget proposals are to reflect a 65 cent per hour wage increase for all employees. If departments submitted budgets with wage and benefit increases that exceeded this baseline, then an updated budget must be submitted by noon on January 12, 2024 for board review at their next regular meeting.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
