Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, May 9, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Isaiah Isaacs and Sarah Tracy were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Ellis to approve the agenda. Motion carried.
Motion by Petersen, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Sarah Tracy, County Engineer, reported on current maintenance projects. Vogel has completed spraying pavement markings on the southern half of the county. Demco is crack filling on C60 and will apply slurry leveling to the roadway. Demco is also crack filling three miles on C16 and will apply a scrub seal to the surface. Tracy provided a progress update on the F Avenue project: Design Plans are nearly 100% complete; Beck Engineering is verifying plats for land ownership and legal descriptions; Beck Engineering is working with utility companies for relocation costs and a timeline of completion; engineering staff will soon begin contacting property owners about land acquisitions and hiring an appraisal firm as needed.
Isaiah Isaacs inquired what the process is for assignment of county held tax sale certificates. The specific property that Isaacs presented has a prior tax assessment from the City of Cherokee. The supervisors advised Isaacs to contact the city to see if they would provide a release or negotiation for the amount of money that is past due. The county will meet with the County Treasurer to review a list of all county held tax sale certificates and develop a plan to accept bids for the properties in order to get them back on the tax roll.
Ben Johnson requested abatement of interest on delinquent property taxes accumulated since 2010/2011.
Motion by Mummert, seconded by Skou to abate $8,521.26 which is half of the $17,042.53 total amount due for delinquent property taxes, interest and fees on parcel #98-07-27-327-008 (North ½ Lot 6 of Block 64 Except West 10’Town Lot CO 11th Addition, Cherokee, Iowa ) as requested by Ben Johnson, Omaha. Motion carried.
Motion by Mummert, seconded by Ellis to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by CAASA for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Petersen, seconded by Mummert to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Marcus Historical Society for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Skou, seconded by Petersen to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Marcus Library for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Mummert, seconded by Skou to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by MidSioux Opportunities for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Skou, seconded by Ellis to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Quimby Library for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Petersen, seconded by Skou to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Senior Citizens for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Ellis, seconded by Mummert to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Washta Library for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Mummert, seconded by Petersen to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by the Marcus Trails Project for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
