Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, January 31, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. There were no representatives from the press. Gary Lundquist, Roger Braun, Mike Moller, Wane Miller, Levi Lundquist, Brian Jones, Jon Curry, Laura Jones, Dave Peck, Nick Livermore, Randy Smith, Jim Snapp, Dale Johnson, Wayne Pingel, Eric Ogren, Dave Lucas, Derek Scott, Sarah Tracy, Tom Kohn, Nathan Anderson, Justin Pritts, Steve Stewart, Will Miller, Scott Osborne, Rob Beyers, Andy Schlichting and Jim Agnitsch were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – one; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Mummert, seconded by Skou to approve the agenda. Motion carried.
Motion by Petersen, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
There were no comments from the public.
Sarah Tracy, County Engineer, presented construction bid documents for consideration and discussed activities in the Secondary Roads Department.
Motion by Mummert, seconded by Petersen to approve Resolution #2023-04 accepting a $677,119.92 bid from Christensen Bros., Inc., for the bridge replacement project #L-91–73-18 on 630th Street over Willow Creek in Section 18 Township 90 Range 41. Roll call vote: Skou-aye, Petersen-aye, Ellis-aye, Mummert-aye, Mongan-aye. Motion carried and resolution adopted.
Derek Scott, County Sheriff, presented a wage authorization for consideration.
Motion by Skou, seconded by Ellis to approve a $19.54 per hour wage authorization for Emma Weber, Full-Time Dispatcher, effective February 6, 2023. Motion carried with Mummert voting nay.
Chad Brown requested that the supervisors move forward with transferring management of three county owned properties to the Cherokee County Conservation Board. After a lengthy discussion and several comments from the public, the supervisors tabled the topic for further guidance from the county attorney.
Cindy Nelson, Deputy Treasurer, presented a revenue report and 28E agreement renewal for consideration.
Motion by Petersen, seconded by Skou to accept the Treasurer’s December 31, 2022 Semi-Annual Cash Settlement Report as presented. Motion carried. The County’s December 30, 2022 total cash on hand was $17,438,477.05 which includes a $9,502,692.42 balance in the Secondary Roads Fund.
Motion by Ellis, seconded by Mummert to authorize the chairman to sign a 28E Agreement between the Iowa Department of Transportation and Cherokee County for the purpose of establishing terms and conditions whereby the county will participate on a permanent basis in issuance of driver’s licenses, non-operator’s identification cards, and persons with disabilities devices. Roll call vote: Skou-aye, Petersen-aye, Ellis-aye, Mummert-aye, Mongan-aye. Motion carried and 28E Agreement adopted.
Motion by Mummert, seconded by Skou to adopt the updated Cherokee County Safety Manual as revised by the Safety Director. Motion carried.
Motion by Petersen, seconded by Skou to approve Resolution #2023-03 “To Withdraw From The Articles Of Agreement Which Formed The Workforce Development Chief Elected Official Consortium For The Workforce Innovation And Opportunity Act of 2014”. Roll call vote: Skou-aye, Petersen-aye, Ellis-aye, Mummert-aye, Mongan-aye. Motion carried and resolution adopted. Petersen thanked Wane Miller for all his work on the Workforce Development Committee as it was developed in the region.
Motion by Mummert, seconded by Petersen to approve cost proposal #5 for the Cherokee County Courthouse HVAC Retrofit Project. Motion carried.
The supervisors provided committee reports, reviewed meeting schedules.
The supervisors reviewed 2023/2024 budget information.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Ellis, seconded by Skou to adjourn the meeting at 11:46 a.m.
