Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, January 10, 2023 with Rick Mongan, Duane Mummert, Bryan Petersen, Cheryl Ellis and Dave Skou present. There were no representatives from the press. Gary Lundquist, Lisa Bringle, Kenny Schlenger, Derek Scott, Laura Kohn, Sherri Skou, Kelly Purhmann, Sarah Tracy, Don Fiser, Justin Pritts, Erin Sonksen, Sam Boothby and Joel Ehrig were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Kris Glienke, Board Clerk, called the 2023 Organizational Meeting of the Cherokee County Board of Supervisors to order at 9:00 a.m. and led the Pledge of Allegiance.
Glienke called for nominations and a motion to appoint the Board Chairman for 2023.
Motion by Mummert, seconded by Skou to elect Mongan as Chairman for 2023. Motion carried.
Mongan presided over the remainder of the meeting in the Chairman position.
Motion by Petersen, seconded by Mummert to approve the agenda. Motion carried.
Motion by Petersen, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
Chairman Mongan called for nominations and a motion to appoint the 2023 Vice Chairman.
Motion by Mummert, seconded by Skou to nominate and elect Petersen as 2023 Vice Chairman. Motion carried.
Motion by Mummert, seconded by Ellis to appoint Kris Glienke, County Auditor, as Clerk to the Board of Supervisors for the 2023 year. Motion carried.
Motion by Petersen, seconded by Ellis to set the regular meeting time of the Cherokee County Board of Supervisors for 9:00 a.m. on Tuesdays in the Boardroom of the Cherokee County Courthouse and to set an agenda deadline for 12:00 noon the Friday before the meeting. Motion carried.
Motion by Mummert, seconded by Skou to designate Cherokee Chronicle Times, Aurelia Star and Marcus News as the official newspapers for 2023. Motion carried.
Motion by Petersen, seconded by Mummert to set the employee mileage rate at 50 cents per mile for the 2023 calendar year. Motion carried.
Motion by Skou, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Motion by Ellis, seconded by Petersen to appoint a County Weather Committee to include: Supervisor Chairman, EMA Coordinator, Roads Superintendent, County Engineer, and Sheriff for the purpose of providing guidance to consider a late start or closing of county offices for non-essential staff in the event of severe weather warnings. There were no comments from the public.
Sarah Tracy, County Engineer, discussed activities in the Secondary Roads Department including updating the county’s right-of-way purchase procedure; project design and budgeting for the F Avenue project; procedure for vacating a portion of 480th Street; Annual County Roads Department Safety Day; four construction projects to begin in Spring 2023; closing of Cherokee 18 bridge east of city limits will resume when the weather improves; and ongoing bridge maintenance contracted out to Christenson Brothers.
Derek Scott, County Sheriff, presented a revenue report and wage authorizations for consideration.
Motion by Skou, seconded by Petersen to accept the Sheriff’s $31,417.06 December 31, 2022 Quarterly Revenue Report as presented with $21,973.68 retained by the county. Motion carried.
Motion by Petersen, seconded by Mummert to approve a $18.50 per hour wage authorization for Alexis Renze, Full-Time Jailer, effective January 3, 2023. Motion carried.
Motion by Mummert, seconded by Skou to approve a $22.00 per hour step wage authorization for Carrie Hill, Full-Time Jailer, due to additional duties and effective July 1, 2023. Motion carried.
Motion by Skou, seconded by Ellis to approve a $27.64 per hour step wage authorization for Barb Staver, Civil Deputy, due to additional duties and effective July 1, 2023. Motion carried.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Skou, seconded by Petersen to approve the County Recorder’s $120,405.24 December 31, 2022 Quarterly Revenue Report with $35,116.43 retained by the county. Motion carried.
Motion by Skou, seconded by Ellis to approve carryover of 47 vacation hours for Joel Ehrig due to his inability to use them before his anniversary date. Motion carried.
Motion by Petersen, seconded by Mummert to approve a separation of employment and $8,798.74 final payout of hours worked and vacation for Greg Zarr, County Assessor, effective December 30, 2022. Motion carried.
Motion by Skou, seconded by Ellis to approve a separation of employment and $2,274.00 final payout of hours worked and vacation for Kristopher Alesch, Chief Deputy, effective December 30, 2022. Motion carried.
Motion by Mummert, seconded by Petersen to approve a separation of employment and $5,079.32 final payout of hours worked and vacation for Chad Singer, Deputy Sheriff, effective December 29, 2022. Motion carried.
Motion by Petersen, seconded by Skou to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2023 county funding of covered services provided by Cherokee County Senior Citizens for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports, reviewed meeting schedules and began the budget process for the 2023/2024 fiscal year.
