Two Public Hearings on Marcus City Council’s June Meeting
Monday’s Marcus City Council had two Public Hearings to open their agenda. The first Public Hearing was on Proposed Sale of Public Real Estate at Country View Subdivision (the three lots west of Marcus Veterinary Clinic).
There was a Special Meeting on June 2, 2022 at 7:30 a.m. to approve “Resolution Setting time and Prescribing Notice on Proposed Sale of Lot in the Country View Subdivision_First Addition.
Also, another notice was published with a summary (not the whole original content) of it as follows: Notice of Public Hearing was given that the City Council of Marcus will conduct a Public Hearing on Monday, June 13, 2022 at 5:05 p. m. at which time and place said City Council would consider the sale of certain real estate in the City of Marcus. The following sale of real estate is being recommended for approval by the City Council between it and Marcus Lumber Company.
The Council advertised the following of for each respective lot upon the dedication of the Country View Subdivision_First Addition: $34,623 00 for Lot 3; $34,749.00 for Lot 4, and $36,301.50. Marcus Lumber had made an offer for $87,000.00 for Lots Three, Four, and Five, all in Country View Subdivision First Addition to Marcus.
The City Council desired to sell the premises as it is not necessary for public use and is designated as a surplus.
At the 5:05 Public Hearing, there were no written or oral objections, so one minute later, the Public Hearing was closed and Resolution #22-25, “Resolution Approving Proposed Sale of Public Real Estate at Country View Subdivision First Addition to Marcus, Iowa” was approved by the Council.
The second Public Hearing was “Proposed Purchase of the Marcus Golf Course”. A lease proposed by the City was reviewed by Tim Holmes, representing the Golf Course. It was discussed that rather than a ten year lease, a one year lease would be drafted. As there were no other public or written comments for this Public Hearing, this Public Hearing was closed.
Resolution #22-22, Resolution Approving Proposed Purchase of the Marcus Golf Course” was approved by the Council with three ayes and Ebert abstaining.
Benson’s Sanitation, represented by Lonnie Benson, came before the City Council to inform them he had started a new business in Cherokee (Benson Sanitation) and would like the opportunity to bid on Marcus’ Solid Waste contract.
Casey’s Cigarette Permit and Casey’s Class E Liquor License were approved as was Resolution #22-26, “Transfer of Funds”. Lew’s Fireworks Contract, Resolution #22-28, “Iowa DOT Federal-Aid Agreement for an Iowa’s Transportation Alternatives Program Project (Iowa TAP)” were both approved by the Council. The Council approved Resolution #22-27, “Setting Salaries”.
Westel informed the Council of their interest in having Smart Rural Community Signs placed on current City signs. The purpose of this would show that Marcus has fast, reliable, and sustainable connectivity. It would help promote the community for persons in moving to or doing business in Marcus. The Council approved this by three ayes and Jenness abstaining.
Two nuisances for citation had been received by the City Attorney Herbold but the time between the past notifications to comply and now the issuing of the present citations were too far apart to be able to prosecute. She was going to contact Dave Christensen and have him re-inspect these two and give property notification a new deadline in order to prosecute.
The City crew is working on solving the problem of water that is pooling from the street run off and onto Clay Leavitt’s property. Carbon Solutions inquired about tying into Marcus’ water and wastewater systems however, the amount of water will exceed Marcus’s DNR permit. Doug, Robin Harvey, and Mayor Bunt along with City Attorney Herbold will look into this to see if Carbon Solutions request is reasonable.
Meeting with DGR Engineering to discuss relining sewers and options of paying for this project were Mayor Bunt, Robin Harvey and City Public Works. Because Marcus currently doesn’t qualify for CDBG (Marcus still doesn’t have enough of a poverty level for CDBG), the Council discussed priority areas. These areas would be the East side of town and the area of West 2nd Ave. Meanwhile, the City will continue to save funds to pay for priority areas.
Police Chief Brian Flikeid reported on trainings and arrests made. The last 48 hours had been busy hours. (No report was given to me this month.)
Sidewalks (replacements and inspection) came up for discussion once again. Mayor Jim Fischer of Moville will be contacted to see if a shared Code Enforcement position is moving ahead on this matter.
The next City Council meeting will be TUESDAY, JULY 19 at 5 p.m.
