Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, March 8, 2022 with Gary Lundquist, Rick Mongan, Duane Mummert, Wane Miller and Bryan Petersen present. There were no representatives from the press. Chuck Waggoner, Marla Conley and Sarah Tracy were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Lundquist, Petersen, Mummert, Miller, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
Motion by Miller, seconded by Mummert to approve an amended agenda to include a resolution for tax sale certificates. Motion carried.
Motion by Petersen, seconded Lundquist to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Miller to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Kaitlin Letsche, Election Manager, reviewed the March 1, 2022 Special Election results.
Motion by Lundquist, seconded by Miller to certify the Canvass of results of the March 1, 2022 Marcus-Meriden-Cleghorn School Special Election. Motion carried with details as follows:
Election Turnout in the Marcus-Meriden-Cleghorn Community School District (Cherokee and Plymouth Counties) was 10.97% with 224 of 2,042 registered voters casting a ballot.
Marcus-Meriden-Cleghorn School – Public Measure 18-DY for Revenue Purpose Statement
YES, for the question – 183 votes (81.7%)
NO, against the question – 41 votes (18.3%)
Letsche reviewed procedures and results of a post-election audit called by the Secretary of State in all 50 counties holding special elections on March 1, 2022. A three-member board consisting of absentee board members met at the Cherokee County Courthouse on Thursday, March 3, 2022 to verify the votes cast at the #7 Marcus Precinct during the March 1, 2022 M-M-C School Special Election. The Cherokee County Auditor and Election Manager were also in attendance to observe the process. The audit team hand counted the votes cast for the Public Measure on the 195 ballots cast at the Marcus polling site on election day. The team’s hand counted results were then compared to those reported by the ballot tabulator results tape generated at the polls on election night and found the results matched exactly. Extensive testing of the ballot tabulators is conducted by the Auditor’s Office in advance of every election to assure that the tabulators are accurately recording the votes from the paper ballots.
Motion by Mummert, seconded by Petersen to certify the 2022 M-M-C School Special Election Post-Election Audit results of the hand count of 195 ballots cast in the #7 Marcus Precinct for the Public Measure which exactly matched the results tape of the ballot tabulating machine on election day. Motion carried.
Motion by Lundquist, seconded by Miller to approve Resolution #2022-17 Desire to Sell and Assign Tax Sale Certificates for Real Property “WHEREAS, the Board of Supervisors for Cherokee County, Iowa, desire to sell and assign tax sale certificates for the following described real property: Parcel Number 03 22 231 001;
WHEREAS, Cherokee County is the holder of various tax sale certificates on real property across the County, and WHEREAS, the Cherokee County Board of Supervisors intends to sell and assign the tax sale certificates to the highest bidder and reserve the right to reject any and all bids, and WHEREAS, the Cherokee County Board of Supervisors believes said sale to be in the best interest of the public.
NOW, THEREFORE, the Board of Supervisors for Cherokee County, Iowa, hereby resolves to sell and assign the tax sale certificates to above described real estate to the highest bidder retaining the right to reject any and all bids. Roll call vote: Lundquist-aye, Petersen-aye, Mummert-aye, Miller-aye, Mongan-aye. Motion carried and resolution adopted.
Motion by Mummert, seconded by Petersen to approve Resolution #2022-13 “To Approve the ISAC Group Benefits Program 28E Agreement” for employee Voluntary AD&D policies through the Iowa State Association of Counties (ISAC) Group Benefits Program. Roll call vote: Lundquist-aye, Petersen-aye, Mummert-aye, Miller-aye, Mongan-aye. Motion carried and resolution adopted.
Motion by Petersen, seconded by Lundquist to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2022 county funding of covered services provided by the Cleghorn Library for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors reviewed a quote for updating restrooms in the courthouse including touchless fixtures and constructing a new family style ADA restroom.
Motion by Miller, seconded by Mummert to accept a quote from Denny’s Service, Cherokee, to provide and install new fixtures in existing restrooms, break rooms and new family style ADA restroom with payment from American Rescue Plan (ARP) Funds. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Mongan called for comments from the public. Sarah Tracy, County Engineer, reported that it will be a busy construction season in Cherokee County with numerous projects happening at the same time across the county. Tracy stated that communicating with the public about upcoming road closures and detours will be the first priority.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Lundquist, seconded by Mummert to adjourn the meeting at 9:38 a.m.
