Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in special session on Thursday, February 18, 2025 with Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy were present. Bryan Petersen was absent. Erin Rydgren, Chronicle Times, represented the press. Karin Cedar, Judy Grienke-Miller, Jillian Cates, Maria Murillo, Chuck Stubbe, Tom Kohn, Kenny Schlenger, Justin Pritts and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou; Nayes – none; Abstentions – none.
Vice Chair Ellis called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Bellefy to approve the agenda. Motion carried.
Motion by Mullins, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
There were no comments from the public.
Tom Kohn, Civil Service Commissioner, presented the Cherokee County Civil Service Commission 2024 annual report of activities and explained what responsibilities the commission performs per Iowa Code.
Motion by Mullins, seconded by Bellefy to accept the Cherokee County Civil Service Commission’s 2024 Annual Report as presented. Motion carried.
Motion by Skou, seconded by Bellefy to adopt the updated Cherokee County Safety Manual as revised by the Safety Director. Motion carried.
Motion by Skou, seconded by Mullins to approve the 2023/2024 Fiscal Year Audit Draft and Management Representation Letter to Winther, Stave & Co. for the fiscal year ended June 30, 2024. Motion carried.
Motion by Bellefy, seconded by Skou to accept a resignation from Ray Mullins II and appoint Levi Lundquist as Cherokee Township Clerk with term ending December 31, 2026. Motion carried.
Motion by Skou, seconded by Bellefy to approve Resolution #2025-03 Inter-Fund Operating Transfer of $232,500.00 from the UR Roadway Project Fund to the Rural Basic Fund effective February 18, 2025. Roll call vote: Mullins-aye, Bellefy-aye, Skou-aye, Ellis-aye. Motion carried and resolution adopted.
Motion by Skou, seconded by Bellefy to approve Resolution #2025-04 Inter-Fund Operating Transfer of $95,000.00 from the UR Roadway Project Fund to the General Basic Fund effective February 18, 2025. Roll call vote: Mullins-aye, Bellefy-aye, Skou-aye, Ellis-aye. Motion carried and resolution adopted.
Motion by Mullins, seconded by Bellefy to approve a $62,000.00 (80% of Auditor’s salary) wage authorization for Karin Cedar, Deputy Auditor, effective February 17, 2025. Motion carried.
The supervisors provided committee reports and discussed meeting schedules.
There being no further business, Vice Chair Ellis called for a motion to adjourn the meeting.
Motion by Mullins, seconded by Bellefy to adjourn the meeting at 9:22 a.m. Motion carried.
