Marcus City Council Meeting
Regular Meeting of the City Council was October 14th, 2024, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Schmillen, Whited, Edwards. Absent, Jenness.
Pledge of Allegiance
Motion by Ebert, seconded by Schmillen to approve Consent Agenda: City Council Minutes, Bills, Res #24-31, “Transfer of Funds”, 2025 Insurance Rates, JB’s Liquor License, Annual Urban Renewal Report. Ayes: all. Nayes: none. Motion carried.
Phil Dorr addressed the Council expressing his concern of the alley between Fenton to Amherst from Elm St to Ash St. He has asked the Council for three items for the alley: asphalt, speed bumps, and speed signs.
Motion by Schmillen, seconded by Edwards to approve purchasing Simmering-Cory Ordinance updates. Ayes: all. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Whited to approve first reading of Ordinance 362, “Amending Stop or Yield Required”. Ayes: all. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Whited to approve waiving second and third reading of 362. Ayes: all. Nayes: none. Motion carried.
Ordinance 363 was tabled until item is ready.
Schmillen, Nuisance Committee report on sidewalk complaints. Motion by Edwards, seconded by Ebert to direct Dave Christensen to check sidewalks and divide the City into four sections and start sending letters to those in need of repair. Ayes; all. Nayes: none. Motion carried.
Council directed City Clerk to apply for Mid-American Tree grant.
Doug Dreckman, Public Works reported the pool is cleaned out, signs placed on trail, equipment sold on auction – snow plow, Durango, and 1973 Dump Truck. Dreckman brought new City snow plow truck to show Council after meeting.
No police report.
Mayor Bunt commented that the regular October 15-November 15th opening burning is not allowed until the Burn Ban is lifted. Residential Trick or Treating is Thursday, Oct. 31st 5pm-7pm. Bunt also reported on meeting with McClure Engineering. The report will be ready in December with cost estimates and options. A public meeting will be scheduled in January for McClure to answer public questions.

Ordinance No 362
AN ORDINANCE AMENDING STOP OR YEILD REQUIRED IN THE CITY OF MARCUS, IOWA
BE IT ENACTED by the City Council of the City of Marcus, Iowa:
SECTION 1. SUBSECTION MODIFIED. Section 65.01(93) and (94) added to the Code of Ordinances of the City of Marcus, Iowa are hereby adopted;
- Higland Drive. Vehicles traveling east on Highland Drive shall stop at S. Elm Street.
- Highland Drive. Vehicles traveling west on Highland Drive shall stop at S. Elm Street.
SECTION 2. SEVERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect from and after its final passage, approval, and publication by law.
