Regular Meeting of the City Council was May 13th, 2024, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Jenness, Whited, Edwards, Schmillen. Also, present: Mari Radtke, Doug Dreckman, Justin Vondrak, Darrell Downs, Matt Dreckman

Motion by Schmillen, seconded by Ebert to approve Consent Agenda: City Council Minutes, Bills, Res #24-21, “Transfer of Funds”, Glidden Family Chiropractic Sign Application, Marcus Golf Course Sign Application, Marcus Urban Revitalization Plan for Skynykisa, LLC, ICAP Insurance, Facility Agreement Between Connections Area Agency on Aging and City of Marcus, Res. #24-14, “Resolution Setting Salaries”, Res# 24-15, “Pool Salary Resolution”, Res#24-16, “Resolution Approving Pasture Lease at City Lagoons”, Casey’s Cigarette Permit. Motion by Jenness, seconded by Whited to approve Res#24-18, “A Resolution Terminating City Attorney Contract”. Ayes: all Nayes: none. Motion carried.
Motion by Schmillen, seconded by Edwards to approve Res#24-19, “A Resolution Establishing Compensation for the City Attorney”. Ayes: all Nayes: none. Motion carried.
Golf Course Lease wasn’t ready for meeting will be on June agenda.
Motion by Schmillen, seconded by Edwars to deny the automatic renewal of Casey’s liquor license and table liquor license renewal until June. Ayes: all Nayes: none. Motion carried.
Motion by Edwards, seconded by Whited to approve adding $50,000 to Ash Tree Removal budget. Ayes: all Nayes: none. Motion carried.
Motion by Jenness, seconded by Ebert to approve adding two additional streetlights to Holmes Street. Ayes: all Nayes: none. Motion carried.
Discussion was held on having city workers clean up dirt piles in right-of-way caused by snowplows. The City Code directs property owners to maintain right-of-way.
Motion by Edwards, seconded by Jenness to direct staff to create an Ordinance for future trees in the right-of-way. Ayes: all Nayes: none. Motion carried.
Motion by Schmillen, seconded by Whited to approve donation to purchase TVs for Clubhouse. Aye: all Nayes: none. Motion carried.
Motion by Schmillen, seconded by Whited to approve Ten Corps change orders totaling -$19,980.45 for the Clubhouse. Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: none. Abstain: Ebert. Motion carried.
Motion by Schmillen, seconded by Whited to approve selling the Red Chevy Dump Truck using an auction house. Ayes: all. Nayes: none. Motion carried.
Discussion was held on the sidewalk ordinance. No action was taken by the Council a public post will be made as a reminder of the sidewalk ordinance.
Motion by Jenness, seconded by Ebert to approve third Reading of Ordinance 360, “An Ordinance Modifying Water and Sewer Rates.” Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Matt Dreckman, Public Works gave Council updates. The pool will be ready for opening day May 29th. Belle Olson is the manager, 17 guards, public swimming lessons are in question currently. A meeting was held earlier in the day with McClure Engineering for the water study. Data has been collected to determine Marcus’s water needs. Next Council meeting, a proposed test well site will be presented to the Council. Almost all the Ash trees in the right-of-way and City property have been cut down. Tree stump grinding and cleanup are in process.
Clerk Harvey reported attending several trainings and a conference in the last month. In the coming months, procedures and policies will be updated.
Clerk Harvey gave the police report of arrest and assistance by the Marcus PD in the last month.
Under Mayor/Council comments, Council member Edwards had a complaint about the Golf Course driveway after the work had been completed and the lack of parking.
