Cherokee County Board of Supervisors Meeting
Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, February 27, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Steve Zarr and Sarah Tracy were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Petersen to approve the agenda. Motion carried.
Motion by Ellis, seconded by Petersen to approve the minutes of the previous meeting. Motion carried.
Motion by Petersen, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Keith Glienke and Russ Winterhof, Soil and Water Conservation District Directors, thanked the supervisors for their continued support of conservation practices and for cost share funds that have been crucial in establishing additional programs in Cherokee County. Glienke described a new program managed by Colton Barnes which has an objective of bringing more cattle back into three area counties. Federal funds are being utilized to convert crop land back into pasture and hay ground in an effort to support the local cattle industry. Winterhof reported that no additional funds will be needed in the next budget year due to the county’s past financial support which allowed the Conservation District to receive increased federal funding for promoting conservation practices. The supervisors have previously provided an annual $15,000 contribution from the Rural Betterment Fund to support wages of a technician position at the local Soil and Water Conservation Office.
Steve Zarr, Survey Engineering Technician, presented a utility permit for consideration.
Motion by Mummert, seconded by Skou to approve an underground construction on county right of way application for WesTel Services in Section 6 of Silver Township. Motion carried.
Motion by Mummert, seconded by Petersen to acknowledge a $21.50 per hour step wage authorization for Lacey Daum, Assessor’s Appraiser/Clerk, effective February 5, 2024 as previously approved by the Assessor’s Conference Board. Motion carried.
Motion by Skou, seconded by Ellis to authorize the chairman to sign a construction contract with Haselhoff Construction and Notice to Proceed for the 2024 Courthouse East Entrance Project. Motion carried.
Motion by Ellis, seconded by Mummert to approve a proposal from Certified Testing Services, Inc. including construction materials testing for the 2024 Courthouse East Entry Project. Motion carried.
Kris Glienke, County Auditor, presented four color coded options with varying levels of cash balances and property tax levy rates for the 2024/2025 budget.
Motion by Petersen, seconded by Skou to move forward with the “Green Option #4” and set a date for the Proposed Property Tax Public Hearing on Tuesday, March 26 at 8:30 a.m. Motion carried. The proposed tax levy rates include funding for the F Avenue Project and a standard budgetary cost of living increase. Glienke will submit a notice of hearing for the proposed property tax levies to all three county newspapers in addition to posting the information on the county website.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Skou, seconded by Mummert to adjourn the meeting at 9:22 a.m.
