Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, December 14, 2021 with Gary Lundquist, Rick Mongan, Bryan Petersen, Duane Mummert, and Wane Miller present. There were no representatives from the press. Sarah Tracy and Justin Pritts were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mongan, Petersen, Mummert, Miller, Lundquist; Nayes – none; Abstentions – none.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
Motion by Petersen, seconded by Mummert to approve the agenda. Motion carried.
Motion by Mongan, seconded by Miller to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Bill Anderson, CAEDC Director, and Brian Freed presented an overview of successful economic development projects over the last year. Anderson stated that workforce continues to be the main focus that drives all economic development efforts. Freed added that visits to the CAEDC website are up 50%, and attributed the success of the rebranding and marketing project directly to financial support provided by the Board of Supervisors. The supervisors thanked the CAEDC Board for their hard work and commitment to creating a positive business climate in Cherokee County.
Nathan Anderson, Cherokee County Temporary Redistricting Commission Member, presented the 2021 Census Boundaries Map for County Supervisor Districts. The Commission drew Cherokee County Supervisor Districts based on Iowa Code Chapter 42.4 standards that require a 2331 ideal district population figure with a maximum allowable population variation of 23 persons per district and a total district population variance of 1.05%.
Motion by Mongan, seconded by Mummert to approve the 2021 Census Boundaries for Cherokee County Supervisor Districts as presented by the Temporary Redistricting Commission. Motion carried. The adopted plan must now be submitted to the Iowa Secretary of State’s Office for final approval.
Motion by Mummert, seconded by Miller to approve the “Supervisor District Population Certification” with an Average Population Variation of .4 (23 maximum) and a District Size Variation of 1.0008% (1.05% maximum). Motion carried.
Ryan Kolpin, County Attorney, presented opioid litigation settlement documents for consideration.
Motion by Miller, seconded by Mummert to approve Resolution #2021-22 authorizing the Chairman of the Board to sign Opioid Litigation Settlement documents on behalf of Cherokee County. Roll call vote: Mongan-aye, Petersen-aye, Mummert-aye, Miller-aye, Lundquist-aye. Motion carried and resolution adopted.
Sarah Tracy, County Engineer, discussed the process for classifying county roadways as Level “B” and Level “C” Service Roads. Nick Patterson, Sign Foreman, answered questions and provided further details about which county roads will be considered for new classification and signage.
Motion by Mummert, seconded by Mongan to authorize the County Engineer to publish notice and set a hearing date to consider Reduced Level Maintenance to Area Service “B” Roads in Cherokee County. Motion carried.
Motion by Miller, seconded by Mummert to authorize the County Engineer to publish notice and set a hearing date to consider Reduced Level Maintenance to Area Service “C” Roads in Cherokee County. Motion carried.
Motion by Miller, seconded by Mummert to approve a separation of employment for Apryl Messler, Part-Time Jailer, effective December 8, 2021. Motion carried.
Motion by Mongan, seconded by Petersen to approve a “Memorandum of Understanding Between Cherokee County and the Cherokee Area Economic Development Corporation” for fiscal year 2022 county funding of covered services provided by Cherokee Area Economic Development Corporation for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Lundquist called for comments from the public. Sarah Tracy, County Engineer, provided an update on construction projects.
There being no further business, Chairman Lundquist adjourned the meeting at 10:26 a.m.
