Marcus City Council Meeting
Regular Meeting of the City Council was held December 13th, 2021, at 5:00 pm with Mayor Hansen presiding. Council members present: Ebert, Klassen, Frangione. Absent: Jenness, Enneking. Also, present: Zack Rassel, Elaine Rassel, Steve Schmillen, Doug Dreckman, Brian Flikeid, Pat Bunt, Noreen Bunt
Pledge of Allegiance.
Motion by Frangione, seconded by Klassen to approve agenda, minutes, bills, and clerk’s report. Ayes: Ebert, Klassen, Frangione. Nayes: none. Motion carried.
Motion by Ebert, seconded by Frangione to approve appointment of Laura Letsche to the Planning and Zoning board for another five-year term. All ayes. Nayes: none. Motion carried.
Motion by Ebert, seconded by Frangione to approve first reading of Ordinance 352, “An Ordinance Adding New Paragraphs to a Subsection within the Recreational Parking Prohibition” Ayes: Ebert, Klassen, Frangione. Nayes: none. Motion carried.
Motion by Frangione, seconded by Ebert to approve Res 21-45, “A Resolution Transferring Funds.” All Ayes. Nayes: none. Motion carried.
Motion by Klassen, seconded by Frangione to approve Res 21-46, “A Resolution Setting Salaries for Appointed Officers and Employees of the City of Marcus, Iowa.” All Ayes. Nayes: none. Motion carried.
Motion by Frangione, seconded by Ebert to approve Marcus Community Center Class C Liquor License. All Ayes. Nayes: none. Motion carried.
Motion by Ebert, seconded by Frangione to approve The Hawkeye Amended Ownership update for Class C Liquor License. All Ayes. Nayes: none. Motion carried.
Motion by Frangione, seconded by Klassen to set January 3rd, 2022, at 5pm for budget workshop. All ayes. Nayes: none. Motion carried.
No public works report.
Police Chief Flikeid gave the Council his arrest reports for the past month, he has current arrest warrants out for a child abuse case and separate drug case. Discussion was held on the need for additional policing for traffic enforcement.
Clerk Harvey let the Council know that the Snowmobile Club is willing to put up new signage along the trail. They are having troubles getting news signs and will post as soon as possible.
Mayor Hansen presented Councilmember Klassen with a Certificate of Appreciation for his ten years of service to the City of Marcus. Councilmember Ebert present Mayor Hansen with a Certificate of Appreciation for his four years in office. Mayor Hansen concluded on how impressed he has been with the Community of Marcus regarding volunteers for community events like the Sesquicentennial and Hometown Christmas. He also commented on how this community has many great things happening for its size. Mayor Hansen adjourned the meeting at 5:37pm.

PUBLIC NOTICE
WesTel Systems is a telecommunications provider who provides basic and enhanced services within its service territory. Basic services are offered at the following rates and charges:
Monthly Service Charges
Single party, voice grade residential service, including local usage $18.00
Federal Subscriber Line Charge – Single Line $ 6.50
Customers have access to long distance, directory assistance, and operator service providers of their choice, at rates established by those carriers.
Broadband internet access service (BIAS) is available at a variety of rate and service levels. Toll Blocking is available at no charge for low-income customers that qualify.
Emergency 911 Services are provided and a surcharge is assessed at governmental rates.
Low-income individuals may be eligible for Lifeline telephone or broadband assistance programs which provide for discounts from the basic local service charges or Broadband Internet Access Service (BIAS) through specified governmental programs. Applicants must meet income-based criterion currently defined as at or below 135% of the Federal Poverty Guidelines, or participate in certain eligible federal programs. Supporting documentation of program eligibility or proof of household income is required.
You may only receive low-income assistance from one wireline or wireless telephone provider per household or one BIAS provider per household. If you have any questions regarding the company’s services or you want to apply for low-income telephone assistance, application forms can be obtained from WesTel Systems at 012 E. 3rd St, Remsen, Iowa or by calling 800-352-0006.
