Marcus City Countil Meeting
Regular Meeting of the City Council was held February 9th, 2026, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Schmillen, Whited, Edwards, Jenness
Motion by Ebert, seconded by Whited to approve Consent Agenda: City Council Minutes, Bills, Treasurer’s Report, Res #26-04“Transfer of Funds”, Res #26-08, “Resolution Setting Time and Place for a Public Hearing for the Purpose of Soliciting Written and Oral Comments on the Maximum Tax Certain Levies for the City’s Proposed Fiscal Year 2027 Budget”, Tax Abatement Under the Marcus Urban Revitalization Plan for Carla Hueser, Class C Retail Alcohol License for the Marcus Community Golf Club, Inc., Triple C Pests Control, LLC contract. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Motion by Jenness, seconded by Schmillen to open public hearing – Marcus Urban Revitalization Plan.
Clerk Harvey explained July 1, 2024 the State Law changed for Commercial Property Tax Abatement. The Marcus Urban Revitalization Plan needs to be updated to reflect that Code change. No written or comments.
Motion by Schmillen, seconded by Jenness to close the public hearing.
Motion by Jenness, seconded by Whited to approve Resolution #26-05, “Resolution Adopting the Marcus Urban Revitalization Plan and District”. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none Motion carried.
Motion by Schmillen, seconded by Edwards to approve Res. #26-06 “Resolution Supporting the Submittal of a Grant Application Through the Siouxland Regional Transportation Planning Association for Funding Transportation Alternative Program (TAP) Projects”. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Ebert to approve Resolution #26-07, “Resolution Setting Time and Place of Public Hearing on Proposed Proerty Sale”. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
City Clerk Report – water bills will be going from post cards to paper/envelope mailings due to the new software not able to print enough information on the postcards. This can be beneficial to adding more communications to the mailings. Kamden Bork, senior at MMCRU is interning in the afternoons this semester.
Public Works Doug Dreckman – Cutting and removing trees from the Golf Course, waiting on a bid to replace some water pipes in the water plant. They are rusting from the inside out and welds aren’t holding and will not make it until new water plant is up and running.
Chief Flikeid gave the report of arrests, has several ongoing investigations.
Mayor Bunt told Council of his meeting with Cherokee County Mayors regarding the Landfill considering adding a tipping fee to residential garbage and the E911 Board Budget meeting. Upcoming meeting for the Assessor Budget. No Council comments.
Motion by Ebert, seconded by Schmillen to adjourn regular meeting at 5:19 pm Ayes: all. Nayes: none. Motion carried.
