Primghar Council Considers Electric Staffing Needs

Returning Councilman Steve Wittrock asked about trip hazards on sidewalks. He asked if a trip hazard on a sidewalk could be a city liability. City Attorney Thor Klinker responded that it could be. He noted that the city had some responsibilities to have a trip hazard or nuisance abated and possibly other actions to meet its responsibility.
Sean Scroggin, new to the Primghar Council, also serves as Primghar’s Assistant Fire Chief, reported that use of the Fire Station for private functions by fire department and EMS members was under consideration. The Emergency Services Building at the Corner of B40 and Highway 59 was built through a donation drive and a close look at tax schedules about 20 years ago. Throught that time the facility has not been available for private use.
The current fire department leadership are considering use of the facility under strict requirements and for department members only as a perk for membership. Access to equipment would be strictly controlled. Council reached a consensus to try it for 1 year. City Clerk Jaynee Rushton will meet with Fire Department and Ambulance representatives to establish rules.
Personnel from Missouri River Energy Services (MRES) have assisted Primghar for several years while Jarrett Russell earned his journaman license. Jeff, the MRES employee who has been overseeing work in Primghar during that time and he is retiring soon. Council was asked to consider a system in which Scott Wubben, newly retired, could be considered to replace Jeff until Jarrett completes the remaining 200 hours to get his journeyman license. Discussion ended with support from council to develop a clear system provide necessary oversight of Primghar electric staff.
Rushton highlighted some findings of the city’s annual examination report. Negative balances in the Capital Projects fund was noted and for monthly recording of outstanding checks to keep that current when any might clear.
