Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, November 25, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. There were no representatives from the press. Tony Puffett, Kelly Puhrmann, Chuck Stubbe, Derek Scott, Sam Boothby and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Bellefy to approve the agenda. Motion carried.
Motion by Ellis, seconded by Mullins to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Ellis to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

Kelly Puhrmann, County Engineer, presented construction documents and a utility permit for consideration.
Motion by Bellefy, seconded by Mullins to approve Resolution #2025-22 “WHEREAS, the Board of Supervisors, hereafter referred to as ‘the Board’, believes the BRS-CO18(96)–60-18, hereafter referred to as ‘the project’ is in the best interest of Cherokee County, Iowa, and the residents thereof. The project is defined as Bridge Replacement – CCS on M25, over Little Maple River; and
WHEREAS, the Board has sought appropriate professional guidance for the concept and planning for the project and followed the steps as required by the Code of Iowa for notifications, hearings, and bidding/letting; and WHEREAS, the Board finds this resolution appropriate and necessary to protect, preserve, and improve the rights, privileges, property, peace, safety, health, welfare, comfort, and convenience of Cherokee County and its citizens, all as provided for in and permitted by section 331.301 of the Code of Iowa; and
IT IS THEREFORE RESOLVED by the Board to accept the bid from Graves Construction Co., in the amount of $1,010,146.25 and awards the associated contract(s) to the same;
BE IT FURTHER RESOLVED by the Board of Supervisors of Cherokee County, Iowa, that after receiving the necessary contract documents, including but not limited to, the contractor’s bond and certificate of insurance, Kelly Puhrmann the County Engineer for Cherokee County, Iowa be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the contracts in connection with the afore awarded construction project let through the DOT for this county,”
Roll call vote: Mullins-aye, Ellis-aye, Bellefy-aye, Skou-aye, Petersen-aye. Motion carried and resolution adopted.
Motion by Mullins, seconded by Skou to approve an underground construction on county right of way application for MidAmerican Energy in Section 10 of Marcus Township. Motion carried.
Kelly Puhrmann provided an update on activities in the Secondary Roads Department and requested confirmation of which supervisors would be serving on a review committee referenced in the Cherokee County Solar Ordinance. Consensus was to recommend Mullins and Petersen to serve in this capacity, with official appointment to be considered at the next board meeting.
Derek Scott, County Sheriff, presented a step wage authorization for consideration.
Motion by Skou, seconded by Mullins to approve a $22.70 per hour step wage authorization for McKenna Paeper, Jailer effective December 2, 2025. Motion carried.
The supervisors discussed options for employee wages and benefits in the upcoming 2026/2027 fiscal year. Consensus was to recommend a two (2%) percent wage increase for initial department budget proposals.
There being no further business, Chairman Petersen made a motion, seconded by Mullins to adjourn the meeting at 11:07 a.m.
