Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, April 8, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. Erin Rydgren, Chronicle Times, represented the press. Duane Mummert, Steve Corken, Jerri Corken, Ramona Nitz, Chuck Stubbe, Stu Hogg, Steve Graham, Justin Pritts and Sam Boothby were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Mullins, seconded by Ellis to approve the agenda. Motion carried.
Motion by Skou, seconded by Ellis to approve the minutes of the previous meeting. Motion carried.
Motion by Ellis, seconded by Bellefy to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

Chairman Petersen call for comments from the public. Duane Mummert expressed frustration that his assessed property values have drastically increased the last two years. Chuck Stubbe reported that he just received an assessment notice that increased the value on a flood damaged building. Steve Corken voiced concern that his property valuation has gone up 72% in two years along with tax rates and overall cost of living. Ramona Nitz thanked the sheriff’s department for providing traffic control during a recent grass fire north of Larrabee and praised local fire departments for responding when needed.
Kelly Puhrmann, County Engineer, provided an update on activities in the Secondary Roads Department.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Ellis, seconded by Bellefy to approve the County Recorder’s $75,738.26 March 31, 2025 Quarterly Revenue Report with $25,932.30 retained by the county. Motion carried.
Boothby provided an update on the Recording Fee and Modernization proposal that is currently being considered by legislators.
Motion by Bellefy, seconded by Skou to accept a resignation from Paula Voss, Zoning Commissioner. Motion carried.
Motion by Ellis, seconded by Skou to appoint Lloyd Mattoon as Zoning Commissioner effective April 8, 2025 as recommended by the Cherokee County Zoning Commission. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules. Ellis praised Laura Jones, Conservation Director, for utilizing grants to fund projects and the board agreed that all county departments need to pursue grants to help offset expenditures.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Skou, seconded by Bellefy to adjourn the meeting at 10:38 a.m.
