Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, August 27, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, and Madeline Combs, Storm Lake Times, represented the press. Gary Lundquist, Paula Voss, Steve Zarr, Merlyn Bertz, Derek Scott, Samantha Boothby, Sarah Tracy, Brett Gallahan, Harry Finch, Stu Hogg, Kelly Puhrmann, Beau Menke, Kenny Schlenger, Joel Ehrig and Justin Pritts were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou seconded by Petersen to approve the agenda. Motion carried.
Motion by Ellis, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Parties involved with the nuisance property located at 1587 510th Street, Cherokee included Sarah Tracy, Zoning Administrator, Derek Scott, Sheriff and Justin Pritts, Environmental Health. The County Attorney and County Treasurer were unable to attend the meeting. Continued discussions centered on how to proceed with the nuisance property. The topic will be scheduled for the September 10th agenda, so all parties involved can be present at the meeting.
Derek Scott, County Sheriff, presented a wage authorization for consideration.
Motion by Mummert, seconded by Skou to approve a $19.00 per hour wage authorization for Ashlyn Gimer, Jailer, effective August 27, 2024. Motion carried.
Brett Gallahan and Harry Finch, Invenergy, provided an informative overview of the Meadow Star windfarm project in southeast Cherokee County with construction expected to begin in 2027.
Beau Menke, Meriden Mayor, requested funding for a project to update the Meriden Community Center and playground.
The supervisors asked Menke to report back with financial figures after local fundraising efforts have been implemented. At that time, the board will consider a match with county funds.
Motion by Skou, seconded by Petersen to appoint Adam Glienke to the Zoning Board effective August 27, 2024. Motion carried.
Motion by Ellis, seconded by Mummert to update language in the Cherokee County Personnel Policy for the purpose of clarifying when employee leave time benefits are available for use by stating “Sick leave, Vacation and Comp time can only be used after it has been earned and paid. (This paid date is defined as the end of the day that payroll has been concluded and the earned time is showing on your paystub as being deposited to your leave time bank.).” The new policy language will become effective on August 27, 2024. Motion carried.
Motion by Ellis, seconded by Skou to approve a separation of employment and $752.50 final payout of hours worked for Jim Leonard, Secondary Roads Seasonal Labor, effective August 8, 2024. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Mummert, seconded by Skou to adjourn the meeting at 10:02 a.m.
