Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, July 23, 2024 with Rick Mongan, Bryan Petersen, Cheryl Ellis and Dave Skou present. Mummert was absent. Erin Rydgren, Chronicle Times, and Madeline Combs, Storm Lake Times, represented the press. Derek Scott, Sarah Tracy, Kenny Schlenger, Stephanie Zarr and Jodi Mongan were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou seconded by Ellis to approve the agenda. Motion carried.
Motion by Petersen, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
There were no comments from the public.
Motion by Ellis, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Derek Scott, County Sheriff, presented a revenue report for consideration.
Motion by Skou, seconded by Ellis to accept the Sheriff’s $44,679.44 June 30, 2024 Quarterly Revenue Report as presented with $28,801.54 retained by the county. Motion carried.
Jodi Mongan, County Treasurer, presented a revenue report for consideration.
Motion by Ellis, seconded by Skou to accept the Treasurer’s June 30, 2024 Semi-Annual Cash Settlement Report as presented. Motion carried. The County’s June 30, 2024 total cash on hand was $15,110,031.41 which includes a $9,450,7267.98 balance in the Secondary Roads Fund.
Sarah Tracy, County Engineer, gave an informative presentation on the recent flooding event and damage to infrastructure with two bridges remaining closed until further notice.
Tracy reviewed current construction projects including a bridge project in Pitcher Township that is on schedule; River Road resurfacing project that will begin this fall; and progress on F Avenue. Engineering staff is reviewing lien searches and the process for purchasing easements; and the bid letting has now been moved to November. Petersen asked what happened to an August letting, adding that it appears the project continues to get pushed back. Mongan asked about timing of utility moves. Tracy stated that Cherokee Rural Water and Northern Natural Gas are ready as soon as the county completes easement purchases. Ellis asked how many easements with landowners are pending, how many have been completed and when will you (Tracy) be walking up to people to get signatures? Tracy replied that no easement purchases have been finalized and staff should start on the easy ones later this week. Tracy added that from an outsider, it would appear that she is sitting on the project, but it is a lot for staff to manage. Tracy reassured the board that Kelly Puhrmann, Assistant Engineer, is busy working on easements for the F Avenue Project.
Motion by Ellis, seconded by Skou to approve a $19.65 per hour wage authorization for Jillian Cates, Auditor’s Clerk, effective August 5, 2024. Motion carried.
Motion by Petersen, seconded by Ellis to approve a $22.95 per hour wage authorization for Maria Murillo-Tellez, Auditor’s Clerk, effective August 5, 2024. Motion carried.
Motion by Skou, seconded by Petersen to approve a temporary alcohol permit requested by Mud on Main for providing bar service for an event at the Grainery, Cherokee, effective July 26 – 30, 2024. Motion carried.
There were no contracts with non-profit entities to consider.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Skou, seconded by Ellis to adjourn the meeting at 10:10 a.m.
