Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, July 9, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Nissa White, Sam Boothby, Sarah Tracy, Steph Zarr, Justin Pritts and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou seconded by Mummert to approve the agenda. Motion carried.
Motion by Ellis, seconded by Petersen to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Sarah Tracy, County Engineer, presented a construction document for consideration.
Motion by Ellis, seconded by Petersen to approve a preconstruction agreement with IDOT for the Highway 3 and Highway 143 roundabout. Motion carried.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Petersen, seconded by Mummert to approve the County Recorder’s $73,261.84 June 30, 2024 Quarterly Revenue Report with $25,006.54 retained by the county. Motion carried.
Motion by Skou, seconded by Ellis to approve Homestead and Military Credit applications and to disallow applications that no longer qualify for the 2024 assessment year with taxes payable 2025/2026 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Skou, seconded by Ellis to approve Homestead Exemption applications and to disallow applications that do not qualify for the 2024 assessment year with taxes payable 2025/2026 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Skou, seconded by Ellis to approve nine additional Disabled Veteran Homestead Tax Credit applications for the 2024 assessment year with taxes payable 2025/2026 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Skou, seconded by Ellis to disallow one Disabled Veteran Homestead Tax Credit applications that no longer qualifies for the 2024 assessment year with taxes payable 2025/2026 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Skou, seconded by Mummert to approve a separation of employment and $5,399.98 final payout of hours worked, vacation and comp for Kaitlin Letsche, Auditor’s Assistant, effective June 27, 2024. Motion carried.
Motion by Ellis, seconded by Skou to approve a separation of employment and $1,700.60 final payout of hours worked and vacation for Justice Wolff, Jailer, effective June 30, 2024. Motion carried.
Motion by Mummert, seconded by Petersen to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2025 county funding of covered services provided by Cherokee County 4H for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Ellis, seconded by Petersen to adjourn the meeting at 9:37 a.m.
