City of Marcus Council Meeting
Regular Meeting of the City Council was June 10th, 2024, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Jenness, Whited, Edwards, Schmillen. Also, present: Mari Radtke, Doug Dreckman, Amanda Dreckman, Brian Flikeid, Darrell Downs, Jeff Schmillen
Pledge of Allegiance
Motion by Ebert, seconded by Schmillen to approve Consent Agenda with the direction to staff to create a Resolution authorizing the sublease of the Marcus Golf Course for the July Meeting to be compliant with the Marcus Golf Course Lease: City Council Minutes, Bills, Res #24-22, “Transfer of Funds”, Res #24-23, “Resolution Setting Salary for Water Operator Grade 2”, Resolution #24-24, “Resolution Setting Salaries for FY2025”, Resolution #24-25, “Resolution Approving Lease Agreement Concerning the Marcus Golf Course”, Casey’s Class E Retail Alcohol License, Northern Gas Contract. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Request forms to speak to the Council were submitted by Nick Noyes – not in attendance. Jeff Schmillen – asked the Council to consider him in the future for any tree removal/stump grinding quotes. Amanda Dreckman, expressed gratitude to the Council for supporting the proposed Roundabout.
Motion by Schmillen, seconded by Edwards to approve Resolution #24-25, “A Resolution Supporting the Proposed Roundabout at HWY 143 and HWY 3”. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Ebert to approve Application for Tax Abatement Under the Marucs Urban Revitalization Plan for Gary and Connie Edwards. Ayes: Ebert, Jenness, Schmillen, Whited. Nayes: none. Abstain: Edwards. Motion carried.
Motion by Jenness, seconded by Edwards to approve Iowa DOT Traffic Control Device Application. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Whited to accept Sargent Drilling for Test Well. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Schmillen to approve first reading Ordinance 361, “An Ordinance Amending the Code of Ordinance of the City of Marcus, Iowa, by Amendment Section 2 of Chapter 151 of the Marcus Code of Ordinances, Trees”. Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: Ebert. Motion carried.
Doug Dreckman gave Public Works update. All ash trees in right of ways and City property have been cut down. Public Works will be putting dirt and seeding the tree holes in the next few weeks. Weeds have been sprayed, the pool has leaks and will be fixed this fall after the pool season.
Chief Flikeid gave his monthly activity report.
Under Council comments, Ebert addressed trees in the parking and to consider making a tree fee. Clerk Harvey will look into Cities that have this ordinance.
Motion by Ebert, seconded by Whited to adjourn 5:40 pm. All Ayes. Nayes: none.
