Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, May 14, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Steve Zarr, Kelly Puhrmann and Sarah Tracy were also in attendance. Chris White, Klass Law Firm, joined telephonically. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Petersen, seconded by Mummert to approve the agenda. Motion carried.
Motion by Ellis, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Mummert to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Steve Zarr, Survey Engineering Technician, presented a utility permit for consideration.
Motion by Ellis, seconded by Petersen to approve an underground construction on county right of way application for Iowa Lakes Electric Cooperative in Sections 2 and 3 of Liberty Township. Motion carried.
Kelly Puhrmann, Assistant Engineer, discussed final closeouts for two local projects that were completed in 2022.
Motion by Mummert, seconded by Skou to approve a final pay voucher for Project L-82–73-18. Motion carried.
Motion by Petersen, seconded by Ellis to approve a final pay voucher for Project L-87–73-18. Motion carried.
Motion by Ellis, seconded by Mummert to approve a separation of employment and $2,020.14 final payout of vacation and hours worked for Emma Weber, Dispatcher, effective May 10, 2024. Motion carried.
Consideration of appointing Cherokee County’s representative on the Northwest Iowa Regional Housing Authority board was tabled.
Motion by Ellis, seconded by Mummert to approve an engagement letter with Hunzelman, Putzier & Co., PLC for audit preparation of financial statements, depreciation schedule and other supplementary information for the year ending June 30, 2024. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Chris White, Klass Law Firm, joined the meeting telephonically to expedite legal counsel due to it being impracticable to reschedule a meeting date when he could appear in person. White requested the board go into closed session.
Motion by Mummert, seconded by Petersen to go into closed session per Iowa Code Chapter 21.5(1)(c) “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” Roll call vote: Petersen-aye, Ellis-aye, Mummert-aye, Skou-aye, Mongan-aye. Motion carried and regular session closed at 9:20 a.m.
Regular session resumed at 9:35 a.m.
Motion by Ellis, seconded by Mummert to request reconsideration or modification of the April 18, 2024 opinion of the Iowa Ethics and Campaign Disclosure Board. Roll call vote: Petersen-aye, Ellis-aye, Mummert-aye, Skou-aye, Mongan-aye. Motion carried.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Ellis, seconded by Skou to adjourn the meeting at 9:37 a.m.
