Marcus City Council Meeting and Bills
Regular Meeting of the City Council was held April 8, 2024, at 5:00 pm with Mayor Bunt presiding. Council members present: Jenness, Whited, Edwards, Schmillen. Absent: Ebert. Also, present: Mari Radtke, Doug Dreckman, Clay Leavitt, Noah Wieseler
Pledge of Allegiance
Motion by Jenness, seconded by Schmillen open public hearing for the Purpose of Solicity Written and Oral Comments on the City’s 2024 Budget Amendments. Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
There were no written or verbal comments.
5:02 pm Motion by Schmillen, seconded by Whited to close public hearing. Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Motion by Whited, seconded by Jenness to approve Consent Agenda: City Council Minutes, Bills, Res #24-11, “Resolution Approving the City’s Proposed Amendment to the Fiscal Year 2024 Budget”, Res #24-12 “Transfer Funds”. Marcus Community Golf Course Class C Liquor License Outdoor Sales, Marcus Trail 5K Color Run permit. Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Noah Wieseler, Candidate for House Representative District 14 introduced himself to the Council.
Clay Leavitt, Marcus Fire Chief asked the Council to approve two new members to the Fire Department, Rachel Neddemeyer and Trace Godberson. The department now has 26 members, of which 21 of them are EMTs. Motion by Jenness, seconded by Schmillen to approve Marcus Fire Department recommendations. Ayes: all Nayes: none. Motion carried.
Motion by Edwards, seconded by Whited to approve four-year term reappointment of Robin Harvey to the Northwest Iowa Regional Housing Authority Board. Ayes: all Nayes: none. Motion carried.
Motion by Jenness, seconded by Edwards to approve the hiring of Simmering-Cory as Grant Administrator for CDBG for future water plant improvements at the price of $1,000 to write grant and $20,000 to administer. Ayes: all Nayes: none. Motion carried.
Motion by Schmillen, seconded by Whited to approve Ten Corps change orders totaling $9,549.35 for the Clubhouse. Ayes: all Nayes: none. Motion carried.
Motion by Edwards, seconded by Whited to approve second Reading of Ordinance 360, “An Ordinance Modifying Water and Sewer Rates.” Ayes: Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Doug Dreckman, Public Works let the Council know this month Public Works will be taking snow fences down, fill in pot holes, picking up sticks from the weekend winds, turn water back on at the ball fields and clean up the park.
Police Chief Brian Flikeid announced K9 Vulcan and his handler Jackie Stephens attended the United States Police Canine Association Detector Dog Trials, once again becoming certified in Narcotics Detection, gave his arrest report. The Suicide Prevention Coalition has a scholarship application for students entering the health field or related field. April is Domestic Assault Awareness Month.
Council member Schmillen shared he’d had been approached about adding cement in front golf cart shed number three’s doors to keep animals out. Brooke Hansen would form it up himself. It would take about half a yard. No Council action was taken. Council member Jenness announced Belle Olson will be the pool manager this summer. Lifeguard applications are coming in daily.
Clerk Harvey will be gone to training April 17-19 and April 24-25 the office will be closed to the public.
