Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Petersen to approve the agenda. Motion carried.
Motion by Mummert, seconded by Ellis to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Mummert to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Chairman Mongan called for comments from the public. Patty Beyer distributed information on pipeline safety and encouraged the supervisors to keep the best interests of their residents in mind as the Summit Carbon Solutions pipeline continues its hearing process with the Iowa Utilities Board (IUB).
Sarah Tracy, County Engineer, presented utility permits and construction documents for consideration.
Motion by Mummert, seconded by Petersen to approve an underground construction on county right of way application for Cherokee Rural Water in Section 14 of Rock Township. Motion carried.
Motion by Skou, seconded by Ellis to approve an underground construction on county right of way application for WesTel Systems in multiple sections along C66 in Willow Township. Motion carried.
Motion by Mummert, seconded by Skou to approve BROS-CO18(93)–5F-18 Pitcher 047 Bridge Replacement Title Sheet. Motion carried.
Motion by Mummert, seconded by Skou to approve FM-CO18(85)–55-18 River Road Paving Project Title Sheet. Motion carried.
Tracy provided an update on current construction projects: 1. Bridge being replaced with a culvert on L48 should be completed by Thanksgiving; 2. Bridge replacement on 540th Street just off River Road will be closed with no completion date determined; 3. Bridge replacement on 640th Street should be completed by the end of October; 4. Engineering staff have met with Vander Werff & Associates for the F Avenue Project and appraisal work will now begin; 5. Zoning Commission will hold a public meeting this week to continue reviewing draft solar zoning ordinances.
Matt Todd, Cherokee County Weed Commissioner, presented an annual report of weed control activities for consideration.
Motion by Petersen, seconded by Ellis to approve the 2023 Weed Commissioner’s Report as presented. Motion carried.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Ellis, seconded by Petersen to approve the County Recorder’s $96,590.06 September 30, 2023 Quarterly Revenue Report with $30,538.76 retained by the county. Motion carried.
Chairman Mongan opened one bid received for snow removal at the courthouse and law enforcement center.
Motion by Mummert, seconded by Ellis to accept a snow removal bid from Mallison & Waldner for a flat fee of $720.00 per snow event. Motion carried. Mallison & Waldner will remove snow and apply ice melt to the perimeter sidewalk of the entire courthouse block, corner nodes, courthouse employee parking lot, law enforcement center parking lot, and all entrances to the law enforcement center including a sidewalk to the generator. Mallison & Waldner will repeat snow removal after each two inch accumulation and apply ice melt as needed to maintain safe conditions for the public. The Courthouse Building Custodian will remove snow and apply ice melt to all four entrances of the courthouse and the concrete areas connecting to the main perimeter sidewalk and sidewalk to the employee parking lot.
Motion by Petersen, seconded by Skou to approve a $935.00 final payout of hours worked and separation of employment for Doug Kennebeck, Conservation Seasonal Labor, effective October 11, 2023. Motion carried.
Motion by Mummert, seconded by Ellis to approve an $800.00 final payout of hours worked and separation of employment for Wyatt Kraft, Secondary Roads Seasonal Labor, effective October 19, 2023. Motion carried with Mongan abstaining.
Motion by Petersen, seconded by Skou to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2024 county funding of covered services provided by M-C Community Library for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
The meeting was recessed at 9:44 a.m. and resumed at 10:03 a.m.
Jessica Rohrs and Yoseline Padilla, Family Crisis Centers, provided an informative review of services provided to Cherokee County residents and requested continued funding of $5,000.00.
Motion by Petersen, seconded by Mummert to approve $5,000.00 of funding to the Family Crisis Centers to be included in the 2024/2025 budget. Motion carried.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
