Council Meeting
Regular Meeting of the City Council was held July 10th, 2023, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Jenness, Enneking, Frangione. Absent: Schmillen. Also, present: Russ Hansen, Anna Erdman, Kaitlin Letsche, Doug Dreckman, Brian Flikeid
Pledge of Allegiance
Motion by Ebert, seconded by Enneking to open public hearing Code of Ordinances of the City of Marcus, Iowa. Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
There were no written or oral comments.
Motion by Frangione, seconded by Ebert to close public hearing. Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
Motion by Frangione, seconded by Ebert to approve first reading of Ordinance 358, “An Ordinance Adopting the Code of Ordinances of the City of Marcus, Iowa.” Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
Motion by Jenness, seconded by Enneking to open public hearing on proposed drawings, specifications, form of contract, and estimated cost of improvements for the project identified as Clubhouse at Marcus Community Golf Course, Marcus, Iowa,”

Motion by Ebert, seconded by Frangione to close public hearing. Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
Motion by Ebert, seconded by Jenness to approve Consent Agenda: City Council Minutes, Bills, Res Res #23-24, “Transfer of Funds”, Parade Permit, 5K Permit, The Hawkeye Street Closure, MAC Street Dance Closure, Lew’s Fireworks Contract. Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
Russ Hansen, Fire Chief had recommendations for new fire department members and informed the Council that the Marcus Fire Department will now have junior fire fighters and one nurse that is EMT only.
Motion by Ebert, seconded by Frangione to approve Derrick Erdman, John Schmillen, Gage Johnson, Mason Carver, Brandon Dreckman, Eli Schlenger, and Morgan Fudge to the Fire and Rescue. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Ebert to approve Joe Frangione to a five-year term on Planning & Zoning. Ayes: Ebert, Jenness, Enneking. Nayes: none. Abstain: Frangione.
Motion by Jenness, seconded by Frangione to approve Todd Martin to a five-year term on the Board of Adjustments. Ayes: all. Nayes: none. Motion carried.
Motion by Enneking, seconded by Frangione to approve 28E Agreement for Code Enforcement. Ayes: all. Nayes: none. Motion carried.
Properties with items placed in the right of way were discussed and the Council requested Dave Christensen provide a list of properties violating this ordinance before proceeding.
Anna Erdman and Kaitlin Letsche gave the Council an update on the Trail project. Final plans need to be submitted to the DOT by August 15th. Easements are in the process of being signed by the small amount of property owners the trail will affect. They continue to fundraise and apply for grant opportunities.
Motion by Jenness, seconded by Frangione to approve Res. 23-25, “Resolution Supporting the Submittal of a Grant Application for Funding through the Iowa Department of Transportation State Recreational Trails Program.” Ayes: all. Nayes: none. Motion carried.
Public Works report by Doug Dreckman; patch work on streets is in progress, found two cracked storm drains on Railroad Street. Holmes Street area will be poured this week. Playground equipment is to be installed by the MAC over the coming weekend.
Police Chief Flikeid gave his arrest report, he had mental health transports, and removed a dog from town. Chief Flikeid has been appointed to the Rolling Hills Mental Health Board. Iowa Attorney General meeting will be held on July 20th in Marcus hosting around 40 police, County wide disaster drill in Marcus the evening of July 12th.
