Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, February 14, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert and Dave Skou present. Cheryl Ellis was absent. There were no representatives from the press. Gary Lundquist, Lynde Lundquist, Kenny Schlenger, Sarah Tracy, Justin Pritts, Kelly Puhrmann and Roger Braun were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Petersen, seconded by Skou to approve the agenda. Motion carried.
Motion by Mummert, seconded by Petersen to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Mummert to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Mongan called for comments from the public. Gary Lundquist reported on landfill activities and recent bids for replacement of a building. Roger Braun asked about progress on the county’s current lease with Little Sioux Wildlife Association, reminding the supervisors of a March 1st deadline to terminate lease agreements.
Sarah Tracy, County Engineer, reported that final design plans for the F Avenue project should be completed by Beck Engineering this spring; plats completed by Dave Wilberding for a portion of 480th Street have been delivered to Little Sioux Corn Processors for review; and a meeting with Blacktop Services to finalize work days on the M21 paving project will be held this week.
Petersen asked about the proposed timeline for work on the F Avenue paving project. Tracy stated the road project is included in the 2025 construction plan. Petersen and Skou asked if some of the preliminary work such as a culvert replacement, relocation of utilities and right of way purchases could get started sooner to spread out the cost of the project. Tracy reminded the board that the agreement with Little Sioux Corn Processors stipulates that construction on the project must be completed in the same calendar year as it is started and cannot be spread across multiple construction seasons. Petersen clarified that his preference is to complete a few of the smaller portions of the total project in the current year to avoid having to bond for the total cost of the project. Tracy requested bonding for the total six million dollar project cost instead of using the engineer’s construction budget so that local roadway projects can be completed.
Motion by Petersen, seconded by Mummert to approve Resolution #2023-05 “Right-To-Use Lease Asset Policy” to comply with GASB Statement No. 87 which requires a lessee to recognize a lease liability and intangible right-to-use lease assets effective with the fiscal year ended June 30, 2022. Roll call vote: Skou-aye, Petersen-aye, Mummert-aye, Mongan-aye. Motion carried and resolution adopted.
Committee reports and meeting schedules were provided by each of the supervisors. Options for cash balances and property tax revenues for the 2023/2024 fiscal year were considered. Pending legislation regarding county valuations and taxing authority has caused uncertainty in the county’s budget process and the supervisors continue to monitor possible adjustments that may be necessary to certify the final budget.
Motion by Petersen, seconded by Mummert to approve publication of the Fiscal Year 2023/2024 Proposed Property Tax Levy Notice and to set a public hearing at 9:15 a.m. on March 7, 2023. Motion carried.
Motion by Mummert, seconded by Skou to send a letter to all county departments requesting a 2% reduction in expenditures for the 2023/2024 budget. Motion carried.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Skou, seconded by Petersen to adjourn the meeting at 10:06 a.m.
