Kayla Koch, representing Cherokee Regional Medical Center, addressed the Council on there being a Physical Therapy Clinic located in the building east of Mike’s Barbershop in the newly remodeled area of Ten Corp’s building, formally the Knudson building. This was the place where a drive-through was granted in the alley for what was supposed to have been a short-order lunch place. Now, the business decided not to have this and has turned the building over to the Physical Therapy. Tentative plans are to be open for business the first part of June.
Dakin Schultz and Shane Tymkowicz, representing IDOT, were present to listen to three citizens’ concerns about the safety of the intersection of Highway 143 and Highway 3. MMCRU Superintendent Dan Barkel, MMCRU Principal Travis Sprague and Joe Frangione, spoke on how a roundabout would be the right thing to promote safety at this intersection. The IDOT spoke on how they were spending $’s to extend the turning lane that they felt would provide the safety needed. They did say that after five years, a roundabout would be free if it was still felt necessary.
The Council approved Resolution 22-17, “Resolution Supporting Iowa Department of Transportation Roundabout at Intersection HWY A# & HWY 143”.
Tim Holmes, representing the Marcus Community Golf Club spoke to the Council on a stockholders meeting that was held with a vote resulting in having the City of Marcus purchase the Marcus Community Golf Club. If this were to happen, the Golf Club would lease back the facilities from the City but first the City would have to buy the Golf Course and then a lease would follow up later. The Council will further discuss this at their next meeting.
Resolution 22-21, “Resolution Setting Notice of Time and Place of Public Hearing on Proposed Purchase of the Marcus Golf Course” was approved by the Council
Resolution 22-18, “A resolution Approving the Designation of SLFRF Funds for the City of Marcus “as approved. SLFRF are “STATE LOCAL FISCAL RECOVERY FUNDS. No designation for these funds have been found as of yet.
Resolution 22-19, “Resolution Setting Wages & Fees for the Marcus Municipal Pool for the Summer of 2022” was approved by the Council. The wages and fees are to be in compliance with other area pools.
Resolution 22-20, “Transfer of Funds” was approved by the Council.
Council approved recommendations from Planning and Zoning for Signage & Facade by Marcus Chiropractic.
The Hawkeye Class C liquor license was approved.
The ICAP Insurance for FY23 was approved by the Council.
It was approved to request for proposal for Engineering Services for sewer Lining. The DNR and State Code now require an engineer for the project. The need for an engineer is for future sewer lining.
Public Works reported that the old playground equipment has been replaced and will be taken down. The Library will have trees behind it taken down. It is time to drag the alleys again.
Sidewalk ordinance was discussed and the Nuisance committee will meet and report back to the Council their findings.
City Clerk reported that the Iowa Workers’ Compensation Association recently visited the City’s facilities and reviewed claims. They complimented on the City operations and well-maintained facilities.
City Clerk Harvey will be at Clerk School and the Iowa Municipal Finance Officer Association Spring Meeting April 20, 21, and 22 with the City Hall being closed those days.
Police Chief Flikeid shared two bids for a new police vehicle from Cherokee. The Council approved the police vehicle bid from Holzhauers. Aye’s were Ebert, Enneking, Schmillen, and Frangione. Abstained was Jenness.

The Marcus Police Department will again be hosting an Iowa Carry & Permit to Carry class on Wed. April 20, 2022 at 6:30 p.m. at the Marcus Community Center, 319 Main St., Marcus, Iowa. This class will discuss law updates, use of force issues as well as discuss Iowa’s new “constitutional carry” law vs carrying with a permit. Part-time Marcus Police Department Officer and Cherokee County Deputy, Jackie Stephens and her K9 Vulcan traveled to the United States Police Canine Association Regional Trials. At Trials, Stephens and Vulcan competed against nearly 60 other K9/Handler teams from across the state and bordering states. Teams are scored in several categories including overall dog, vehicle searches and room searches. Stephens and K9 Vulcan scored a perfect score, came in 5th place overall, tied for 1st place in the Rookie dog and took 1st place overall in the vehicle searches. This performance by Stephens and Vulcan earned them an invitation to compete this September at the National Finals in Georgia.
On February 25, 2022, the Marcus Police Department responded to a report of a Domestic Disturbance. While en route to the call, Officers were updated that one of the parties involved had attempted suicide with a knife. The Marcus Police Department, along with the Cherokee County Sheriff’s Office, arrived on scene, secured the residence and rendered aid until the arrival of Marcus Fire & Rescue took over treatment. The circumstances leading up to this incident are still under investigation and the Marcus Police Department is working with the Department of Human Services to assure safety for all involved.
The Marcus Police Department was assisted during this incident by the Cherokee County Sheriff’s Office, Marcus Fire & Rescue, Cherokee County Regional Medical Center EMS and Wings One Air Rescue.
On February 26, 2022, the Marcus Police Department executed a search warrant in the 200 block of E Barnes St. During the execution of the search warrant, Officers seized marijuana, drug paraphernalia and cellular phone. This investigation is ongoing.

On April 9, 2022 at approximately 9:00 p.m., the Marcus Police Department arrested Cole Sand, 25 years old of Marcus. Sand was arrested on two warrants that had been issued for his arrest out of Plymouth County for Failure to Appear. Custody of Sand was transferred to Plymouth County.

The Marcus City Council met in Regular session on April 11, 2022 at 5:00 p.m. in the Council Chambers with Mayor Bunt presiding. Council members present were Ebert, Jenness, Enneking, Schmillen, and Frangione. Absent: No one.
