Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, November 23, 2021 with Rick Mongan, Bryan Petersen, Gary Lundquist, Duane Mummert, and Wane Miller present. There were no representatives from the press. Sarah Tracy, Kelly Puhrmann and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mongan, Petersen, Mummert, Miller, Lundquist; Nayes – none; Abstentions – none.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
Motion by Petersen, seconded by Mongan to approve the agenda. Motion carried.
Motion by Mongan, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Miller, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Sarah Tracy, County Engineer, presented construction documents and a utility permit for consideration.
Motion by Petersen, seconded by Mongan to authorize the chairman to sign a final zero pay voucher to close out project #BRS-SWAP-CO18(69)–FF-18. Motion carried.
Motion by Mummert, seconded by Miller to approve certification of subcontractor payments by Christiansen Bros. on C16 bridge replacement project #BRS-SWAP-CO18(69)–FF-18. Motion carried.
Motion by Petersen, seconded by Mongan to approve an underground construction application on county right of way for Iowa Lakes Electric Cooperative in Sections 5 and 6 of Grand Meadow Township. Motion carried.
Law Enforcement Center wage authorizations were tabled.
Contracts with Not-For-Profit Entities were reviewed with no action taken.
Kris Glienke, County Auditor & Commissioner of Elections, reviewed redistricting and reprecincting procedures which require all 99 counties to verify whether their existing boundaries for supervisor districts and voting precincts comply with current laws and newly drawn Iowa House and Senate district lines. Cherokee County must have updated districts approved in December and submitted to the Iowa Secretary of State for review and final approval. New supervisor districts and voting precinct boundaries become effective on January 15, 2022 and apply to all elections held after this date.
The supervisors provided committee reports and reviewed meeting schedules.
Lundquist called for comments from the public. Sarah Tracy, County Engineer, discussed the County’s Title VI Coordinator position and asked for input from the supervisors. Tracy expressed frustration about personnel policy issues that often are discussed at length but rarely resolved. She suggested changes to the structure of County Department Head meetings as a means to bring resolution to recurring topics. The Chairman will contact the county’s HR consultant to implement an agenda and action items for monthly department meetings.
There being no further business, Chairman Lundquist adjourned the meeting at 10:40 a.m.
