Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, November 9, 2021 with Rick Mongan, Bryan Petersen, Gary Lundquist and Wane Miller present. Duane Mummert was absent. There were no representatives from the press. Don Fiser, Sarah Tracy, Kelly Puhrmann and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mongan, Petersen, Miller, Lundquist; Nayes – none; Abstentions – none.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
Motion by Mongan, seconded by Miller to approve the agenda. Motion carried.
Motion by Petersen, seconded by Mongan to approve the minutes of the previous meeting. Motion carried.
Motion by Petersen, seconded by Miller to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Chairman Lundquist read the proposed Flood Plain Ordinance and asked for public comment. No written or verbal comments were received.
Motion by Mongan, seconded by Miller to approve the first reading of the Cherokee County Floodplain Ordinance #2021-05. Motion carried.
Motion by Petersen, seconded by Mongan to waive the second and third readings of the Cherokee County Engine and Compression Brake Ordinance #2021-04. Motion carried.
Motion by Mongan, seconded by Petersen to adopt the Cherokee County Floodplain Ordinance #2021-05 as written. Roll call vote: Mongan-aye, Petersen-aye, Miller-aye, Lundquist-aye. Motion carried and ordinance adopted.
Kaitlin Letsche, Election Manager, reviewed the November 2, 2021 City-School Election results.
Motion Miller, seconded by Mongan to certify the Canvass of 2021 City-School Election results. Roll call vote: Mongan-aye, Petersen-aye, Miller-aye, Lundquist-aye. Motion carried with details as follows: Cherokee County Election Turnout of 15.35% with 1,280 of 8,341 registered voters casting a ballot.

Kris Glienke, Cherokee County Auditor and Commissioner of Elections, reviewed procedures and results of a post-election audit called by the Secretary of State in all 99 counties. A five-member board consisting of absentee board members met at the Cherokee County Courthouse on Monday, November 8, 2021 to verify the votes cast at the Ward 2 Precinct during the November 2, 2021 City-School Election. The Cherokee County Auditor and Election Manager were also in attendance to observe the process. The audit team hand counted the votes cast for the office of Mayor on the 87 ballots cast at the Cherokee polling site on election day. The team’s hand counted results were then compared to those reported by the ballot tabulator results tape generated at the polls on election night and found the results matched exactly. Extensive testing of the ballot tabulators is conducted by the Auditor’s Office in advance of every election to assure that the tabulators are accurately recording the votes from the paper ballots.
Motion by Mongan, seconded by Petersen to certify the 2021 City-School Election Post-Election Audit results of the hand count of 87 ballots cast in the Ward 2 Precinct for the office of Mayor which exactly matched the results tape of the ballot tabulating machine on election day. Motion carried.
Shari Kastein, Family Crisis Centers, provided an informative presentation including general numbers of Cherokee County residents supported after suffering harm from Domestic Violence, Human Trafficking, Homicide and Violent Crimes. Kastein reported that federal grant funding for Family Crisis Centers will be reduced by 20% in fiscal year 2023 and asked the supervisors for additional financial support to maintain services within the county. The supervisors will take the request under consideration.
Motion by Miller, seconded by Mongan to approve a separation of employment and $4,991.34 final payout of vacation, comp hours, longevity and hours worked for Paul Paltz, Building Custodian, effective November 3, 2021. Motion carried.
Motion by Mongan, seconded by Petersen to approve a separation of employment for Kristal Phillips, Part-Time County Attorney, effective November 11, 2021. Motion carried.
Motion by Mongan, seconded by Petersen to approve a $57,654.00 annual salary authorization for Meghann Whitmer, Part-Time County Attorney, effective November 15, 2021. Motion carried.
Motion by Petersen, seconded by Miller to approve a county employee lateral transfer for Kelly Ebel, Secondary Roads Operator to Courthouse Building Custodian, effective November 15, 2021. Ebel is allowed to carryover his current $24.61 per hour wage; January 21, 2002 benefit date; and current vacation/sick leave balances. Accrued comp hours will be paid out from the department in which overtime hours were incurred. Motion carried.
Motion by Petersen, seconded by Miller to approve “Cherokee County Provider and Program Participation Agreements” for fiscal year 2022 county funding of covered services that benefit Cherokee County citizens and individuals as provided by the following entities: Siouxland Regional Transit Services; Cherokee Community Foundation Trails; Cherokee Public Library; Aurelia Public Library; and Cherokee Area Economic Development Corporation (CAEDC) through a Memorandum of Understanding. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Lundquist called for comments from the public. Sarah Tracy, County Engineer, gave a status update on hiring for open positions in the Secondary Roads Department and discussed issues with the M21 resurfacing project and Quimby sewer project at the L51 intersection. Tracy reported that her department is on track to complete local construction and maintenance projects that were included in the County’s Five-Year Construction Plan for Spring 2022 completion.
There being no further business, Chairman Lundquist adjourned the meeting at 10:28 a.m.
