Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, August 24, 2021 with Gary Lundquist, Rick Mongan, Bryan Petersen, Duane Mummert and Wane Miller present. Justin Pritts, Stu Hogg, William Gauthier, Tom Kohn and Sarah Tracy were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mongan, Petersen, Mummert, Miller, Lundquist; Nayes – none; Abstentions – three.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
Motion by Mongan, seconded by Miller to approve the agenda. Motion carried.
Motion by Mummert, seconded by Petersen to approve the minutes of the previous meeting. Motion carried.
Motion by Mongan, seconded by Mummert to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Amanda Harper, Siouxland Interstate Metropolitan Planning Council (SIMPCO), presented information about the Western Iowa Community Regional Housing Trust Fund. Federal Home Loan Bank grants have been received annually since 2013 with a 25% local match for the purpose of developing and preserving affordable housing locally. Cherokee County’s share of the annual local match was $34,573 and approximately $221,776 of home improvements were completed in the 2018 – 2020 grant years for low income, owner occupied homes in Cherokee County with the available grant funds.
Motion by Mongan, seconded by Miller to approve a separation of employment and $286.55 final payout of comp hours and hours worked for Jennifer Miller, Full-Time Jailer, effective August 11, 2021. Motion carried.
Motion by Petersen, seconded by Mummert to approve a separation of employment and $760.00 final payout of hours worked for James Leonard, Secondary Roads Seasonal Laborer, effective August 13, 2021. Motion carried.
Motion by Petersen, seconded by Mummert to approve a separation of employment and $600.00 final payout of hours worked for Carson Mongan, Secondary Roads Seasonal Laborer, effective August 13, 2021. Motion carried with Mongan abstaining.
Motion by Mongan, seconded by Petersen to approve a separation of employment and $600.00 final payout of hours worked for Trevor Lundquist, Secondary Roads Seasonal Laborer, effective August 13, 2021. Motion carried.
Motion by Miller, seconded by Mummert to approve a separation of employment and $392.00 final payout of hours worked for Brandon Stodden, Conservation Seasonal Laborer, effective July 30, 2021. Motion carried.
Wane Miller, Veteran Affairs Commissioner, reported on national certification completed by Tom Kohn, Veteran Affairs Director and presented a wage authorization moving the Director position from hourly to salary as agreed upon by the Veteran Affairs Commission at the time of Kohn’s hire.
Motion by Mummert, seconded by Petersen to approve a wage adjustment from $22.55 per hour wage to an annual $48,000 salary for Tom Kohn, Veteran Affairs Director, effective August 1, 2021. Motion carried with Mongan and Miller abstaining.
The supervisors provided committee reports and reviewed meeting schedules.
Lundquist called for comments from the public. Justin Pritts, Emergency Management Coordinator reported on upcoming employee safety trainings. Sarah Tracy, County Engineer, gave a status report on current construction projects. Stu Hogg, IT Director, reported that the county’s new website will go live next week. Tom Kohn, Veteran Affairs Director, discussed topics shared at a recent district meeting he had attended.
There being no further business, Chairman Lundquist adjourned the meeting at 9:46 a.m.
