Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, June 24, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. Madeline Combs, Chronicle Times, represented the press. Gary Lundquist, Kelly Puhrmann, Tom Kohn, Jodi Mongan, Chuck Stubbe, Ned Lundsgaard, Stu Hogg, and Gregory Christensen were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – one.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Mullins to approve the agenda. Motion carried.
Motion by Bellefy, seconded by Mullins to approve the minutes of the previous meeting. Motion carried.
Motion by Bellefy, seconded by Ellis to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

Kelly Puhrmann, County Engineer was representing Steve Zarr, Survey Engineering Technician, presented a utility permit for consideration.
Motion by Ellis, seconded by Skou to approve an underground construction on county right of way application for Iowa Lakes Electric Cooperative to bury cable in Section 12 of Silver Township. Motion carried.
Kelly Puhrmann, County Engineer, presented a wage authorization for consideration.
Motion by Mullins, seconded by Skou to approve a $28.04 wage authorization for Bennett Barglof, Secondary Roads Operator, effective July 7, 2025. Motion carried.
Motion by Mullins, seconded by Ellis to approve an easement purchase agreement as prepared by the county engineer. Motion carried.
Motion by Skou, seconded by Bellefy to approve Resolution #2025-15 to Install and Remove Stop Signs. Roll call vote: Mullins-aye, Ellis-aye, Bellefy-aye, Skou-aye, Petersen-aye. Motion carried and resolution adopted.
Puhrmann reported on construction projects and discussed activities in the Secondary Roads Department.
Motion by Mullins, seconded by Ellis to approve a $67,113.00 (85% of Treasurer’s salary) wage authorization for Debie Stevenson, Deputy Treasurer, effective July 1, 2025. Motion carried.
Motion by Skou, seconded by Bellefy to approve Resolution #2025-16 “2025/2026 Salary Resolution” setting salaries and wages of all employees of Cherokee County effective July 1, 2025. Roll call vote: Mullins-aye, Ellis-aye, Bellefy-aye, Skou-aye, Petersen-aye. Motion carried and resolution adopted.
Motion by Ellis, seconded by Mullins to appropriate the 2025/2026 fiscal year budget at 100% for all departments. Motion carried.
Motion by Mullins, seconded by Skou to re-appoint Brian Denery as Veteran Affairs Commissioner for a three-year term ending June 30, 2028. Motion carried.
Motion by Mullins, seconded by Skou to re-appoint Dave Ellis as Veteran Affairs Commissioner for a three-year term ending June 30, 2028. Motion carried with Ellis abstaining.
Motion by Skou, seconded by Bellefy to accept Kenneth Todd’s resignation from the Silver Township Trustee position. Motion carried.
Motion by Bellefy, seconded by Ellis to appoint Noah Ebert as Silver Township Clerk to fill a vacancy with a term ending December 31, 2028. Motion carried.
Motion by Mullins, seconded by Bellefy to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2026 county funding of covered services provided by the Marcus Golf Clubhouse for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Skou, seconded by Bellefy to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2026 county funding of covered services provided by the Cherokee County Fair for the benefit of Cherokee County citizens and individuals. Motion carried.
Motion by Ellis, seconded by Mullins to approve a “Cherokee County Provider and Program Participation Agreement” for fiscal year 2026 county funding of covered services provided by the Connection Area Agency on Aging for the benefit of Cherokee County citizens and individuals. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules. Petersen reported that a $25,000 loan to the Emergency Management Agency has been repaid and Little Sioux Corn Processors has provided a $1 million dollar payment per contract terms related to the F Avenue paving project.
Petersen reported that he had spoken with Cherokee County Attorney, Ryan Kolpin, prior to the meeting this morning, to whom stated that the Attorney General’s office has not looked at the proposed Solar Ordinance Process and we are awaiting it to be reviewed at this time.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
