PUBLIC NOTICE
WesTel Systems is a telecommunications provider who provides basic and enhanced services within its service territory. Basic services are offered at the following rates and charges:
Monthly Service Charges
Single party, voice grade residential service, including local usage
$18.00
Federal Subscriber Line Charge – Single Line $ 6.50
Customers have access to long distance, directory assistance, and operator service providers of their choice, at rates established by those carriers.
Broadband internet access service (BIAS) is available at a variety of rate and service levels. Toll Blocking is available at no charge for low-income customers that qualify.
Emergency 911 Services are provided and a surcharge is assessed at governmental rates.
Low-income individuals may be eligible for Lifeline telephone or broadband assistance programs which provide for discounts from the basic local service charges or Broadband Internet Access Service (BIAS) through specified governmental programs. Applicants must meet income-based criterion currently defined as at or below 135% of the Federal Poverty Guidelines, or participate in certain eligible federal programs. Supporting documentation of program eligibility or proof of household income is required.
You may only receive low-income assistance from one wireline or wireless telephone provider per household or one BIAS provider per household. Lifeline Assistance Available for Low Income Residents
The Lifeline Assistance Program makes residential telephone or broadband internet access service more affordable for qualifying low-income households throughout Iowa. Qualifying low-income households receive reduced charges on their monthly bill.
To qualify for Lifeline Assistance, applicants must receive assistance from at least one of the following programs:
- Medicaid (e.g. Title XIX/Medical, State Supplemental Assistance)
- Supplemental Nutrition Assistance Program (SNAP)
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance (Section 8)
• Veterans Pension and Survivors Benefit Program
• Income at or below 135 percent of the Federal Poverty Guidelines
Lifeline is a government assistance program, the service is non-transferable, only eligible consumers may enroll in the program, and the program is limited to one discount per household.
