Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, September 10, 2024 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Gary Lundquist, Steve Zarr, Wane Miller, Justin Pritts, Julie Rudisill, Trapper Rudisill, Derek Scott, Sam Boothby, Jodi Mongan, Stephanie Zarr, Sarah Tracy, Kelly Puhrmann, Joel Ehrig, Ryan Kolpin and Tom Kohn were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou seconded by Petersen to approve the agenda. Motion carried.
Motion by Mummert, seconded by Ellis to approve the minutes of the previous meeting. Motion carried.
Motion by Ellis, seconded by Skou to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Parties involved with the nuisance property located at 1587 510th Street, Cherokee included Sarah Tracy, Zoning Administrator, Derek Scott, Sheriff, Jodi Mongan, Treasurer, Justin Pritts, Environmental Health, and Ryan Kolpin, County Attorney. Continued discussions centered on how to proceed with resolving an ongoing nuisance on the property. The County Attorney and Sheriff will work on a misdemeanor charge including a fine to the property owner including an appearance in District Associate Court. Kolpin suggested that adjoining landowners could also pursue civil actions against the current landowner for nuisances affecting their own individual properties.
Steve Zarr, Survey Engineering Technician, presented utility permits for consideration.
Motion by Ellis, seconded by Mummert to approve an overhead construction on county right of way application for Iowa Lakes Electric Cooperative in Sections 12, 13 and 14 of Cherokee Township and Sections 18 and 19 of Afton Township. Motion carried.
Motion by Skou, seconded by Petersen to approve an underground construction on county right of way application for Iowa Lakes Electric Cooperative in Sections 1 and 2 of Pilot Township. Motion carried.
Motion by Skou, seconded by Mummert to approve an underground construction on county right of way application for Hydaker-Wheatlake Company in Section 1 of Amherst Township. Motion carried.
Sarah Tracy, County Engineer, provided an overview of current construction projects.
Motion by Mummert, seconded by Skou to approve Resolution #2024-11 “To Allow Kelly Puhrmann, in his duties as County Engineer, to Certify Completion of Work on Construction Contracts”. Roll call vote: Petersen-aye, Ellis-aye, Mummert-aye, Skou-aye, Mongan-aye. Motion carried and resolution adopted.
Motion by Mummert, seconded by Skou to approve Payment Application #1 for the 2024 Cherokee County Courthouse East Entry Project. Motion carried.
Motion by Ellis, seconded by Petersen to approve a separation of employment and $480.00 final payout of hours worked for Colton Samsel, Conservation Seasonal Worker, effective June 28, 2024. Motion carried.
Motion by Petersen, seconded by Ellis to approve a separation of employment and $3,208.56 final payout of vacation, comp and hours worked for Daengnoi Mounthep, Auditor/Recorder Clerk effective August 30, 2024. Motion carried.
Motion by Skou, seconded by Petersen to approve a separation of employment and $7,584.76 final payout of vacation, comp and hours worked for Isaiah Isaac, Deputy Sheriff, effective September 2, 2024. Motion carried.
Motion by Ellis, seconded by Mummert to approve the Fiscal Year 2024 Urban Renewal Report including County rebates paid through Tax Incremental Financing (TIF) districts. Motion carried.
Motion by Skou, seconded by Petersen to accept a resignation from Jodi Schlichting, Civil Service Commissioner. Motion carried.
Motion by Petersen, seconded by Petersen to appoint Tom Kohn as Civil Service Commissioner to fill a vacancy with a six (6) year term ending December 31, 2027. Motion carried.
Motion by Skou, seconded by Petersen to acknowledge the County Attorney’s appointment of Whitney Miller as Civil Service Commissioner to fill a vacancy with a six year term ending December 31, 2026. Motion carried.
The supervisors reviewed recent legislation in Senate File 2442 that requires County Supervisors to re-establish a County Compensation Board or take on the role of recommending elected official salaries as part of their duties. After a lengthy discussion, consensus of the board was to have the decision of setting Cherokee County Elected Official annual salaries become a function of the Board of Supervisors.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Mummert, seconded by Skou to adjourn the meeting at 9:59 a.m.
