Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, June 11, 2024 with Rick Mongan, Duane Mummert, Cheryl Ellis and Dave Skou present. Bryan Petersen was absent. Erin Rydgren, Chronicle Times, represented the press. Steve Zarr, Julie Rudisill, Trapper Rudisill, Justin Pritts, Audrey Pitts, Rhonda Thompson, Brett Gallahan (Invenergy), Stephanie Zarr and Sarah Tracy were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Mongan; Nayes – none; Abstentions – two.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.

Mongan called for comments from the public. Julie and Trapper Rudisill asked what the county is doing to remedy the ongoing nuisance at 1587 510th Street, Cherokee. The county paid to have the lot cleaned up but now numerous vehicles, tires and debris continue to pile up on the lot. Adjoining property owners are very concerned with the continued accumulation of debris and would appreciate some assistance with resolving this ongoing issue. Sarah Tracy, Zoning Administrator, reported that she had spoken with the County Attorney and the County Treasurer was going to research if the property was or was not on the delinquent property tax sale. The Rudisill’s reported that they had contacted the DNR and a letter was going to be sent to the property owners. After a lengthy discussion, the supervisors scheduled the topic for the June 25th agenda so it can be discussed with all parties involved including the County Attorney, Treasurer, Sheriff, Zoning, Environmental Health and Board of Supervisors.
Steve Zarr, Survey Engineering Technician, presented utility permits for consideration.
Motion by Skou, seconded by Mummert to approve an underground construction on county right of way application for MidAmerican Energy in Section 35 of Cedar Township. Motion carried.
Motion by Mummert, seconded by Ellis to approve an underground construction on county right of way application for Evertek in Sections 2, 3 and 5 of Liberty Township. Motion carried.
Motion by Ellis, seconded by Skou to approve an underground construction on county right of way application for Evertek in Section 31 of Diamond Township. Motion carried.
Rhonda Thompson, Hopkins Insurance, presented the county’s July 1st renewal from Iowa Communities Assurance Pool (ICAP) for auto, property and liability insurance coverage with a $292,173.00 premium (27.91% increase). Thompson reported that the increase is a combination of total valuations of county property and vehicles increasing by 3 million while ICAP implemented an annual built in inflation valuation increase of 10% on all buildings and business personal property. The supervisors requested additional quotes for higher deductibles and will consider the policy renewal at their next meeting.
Thompson presented the county’s worker’s compensation insurance policy renewal for 2024/2025. The county’s total premium for workman’s compensation insurance decreased by $12,027.00 due to the mod factor maintaining at .95 and a 25% discount for longevity and loss experience.
Motion by Ellis, seconded by Mummert to renew the Iowa Municipalities Workers Compensation Association (IMWCA) insurance policy for 2024/2025 with a $67,803.00 premium. Motion carried.
Kaitlin Letsche, Election Manager, presented the results of the June 4, 2024 Primary Election.
Motion by Skou, seconded by Mummert to certify the canvass of the 2024 Primary Election results as presented. Motion carried with election results as follows: Cherokee County Election Turnout of 23.28% with 1,887 of 8,106 registered voters casting a ballot (1,785 Republican ballots, 8 Libertarian ballots and 94 Democratic ballots). There were no provisional ballots cast.

The supervisors reviewed results of a post-election audit called by the Secretary of State in all 99 counties. A five-member board consisting of absentee board members met at the Cherokee County Courthouse on Monday, June 10, 2024 to verify the votes cast at the #6 Quimby Precinct during the June 4, 2024 Primary Election. The Cherokee County Auditor and Election Manager were also in attendance to observe the process. The audit team hand counted the votes cast for the offices of District 4 United States Representative and County Board of Supervisors District 1 on the 136 ballots cast at the Quimby polling site on election day. The team’s hand counted results were then compared to those reported by the ballot tabulator results tape generated at the polls on election night and found the results matched exactly. Extensive testing of the ballot tabulators is conducted by the Auditor’s Office in advance of every election to assure that the tabulators are accurately recording the votes from the paper ballots.
Motion by Ellis, seconded by Mummert to certify the 2024 Primary Election Post-Election Audit results of the hand count of 136 ballots cast in the #6 Quimby Precinct for the offices of District 4 United States Representative and County Board of Supervisors District 1 which exactly matched the results tape of the ballot tabulating machine on election day. Motion carried.
Motion by Skou, seconded by Ellis to approve Resolution #2024-09 Inter-Fund Operating Transfer of $1,000,000.00 from Rural Basic Fund to Secondary Road Fund effective June 11, 2024. Roll call vote: Ellis-aye, Mummert-aye, Skou-aye, Mongan-aye. Motion carried and resolution adopted.
Motion by Ellis, seconded by Mummert to approve Resolution #2024-10 “2024/2025 Salary Resolution” setting salaries and wages of all employees of Cherokee County effective July 1, 2024. Roll call vote: Ellis-aye, Mummert-aye, Skou-aye, Mongan-aye. Motion carried and resolution adopted.

Motion by Ellis, seconded by Skou to approve a temporary alcohol permit requested by Mud on Main for providing bar service for a wedding at the Grainery, Cherokee, effective June 21 – 25, 2024; pending DRAM Insurance approval. Motion carried with Mummert abstaining.
Motion by Ellis, seconded by Skou to approve a temporary alcohol permit requested by Last Call 2, LLC for providing bar service for a wedding at the Grainery, Cherokee, effective June 27 – July 1, 2024; pending DRAM Insurance approval. Motion carried with Mummert abstaining.
