Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, July 11, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Derek Scott, Remini Bumann, Sarah Tracy, Kelly Puhrmann, Joel Ehrig, Sam Boothby and Kenny Schlenger were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Mummert, seconded by Skou to approve the agenda. Motion carried.
Motion by Petersen, seconded by Ellis to approve the minutes of the previous meeting. Motion carried.
Motion by Mummert, seconded by Petersen to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Kenny Schlenger, Roads Superintendent, discussed purchasing an additional tractor to allow the Secondary Roads Department to designate one unit for mowing roadsides and another for trimming trees with an arm attachment. Three quotes were received: Kingsley Titan Machinery – International 140A ($98,000); Alta Implement – New Holland TS.140 ($104,000); Paullina AgriVision – John Deere 6145M ($175,813).
Motion by Mummert, seconded by Skou to authorize the Roads Superintendent to purchase a 2022 International 140A tractor with a 2 year/2000 hour warranty from Kingsley Titan Machinery for $98,000.00. Motion carried.
Sarah Tracy, County Engineer, requested board approval for her application to the Cherokee Chamber of Commerce’s Leadership Cherokee County Program.
Motion by Mummert, seconded by Ellis to authorize the chairman to sign an application for Sarah Tracy to participate in the Leadership Cherokee County Program. Motion carried.
Tracy provided an update on the F Avenue project: Beck Engineering is finalizing designs and is in discussions with Northern Natural Gas; right of way plat information has been sent to Vander Werff & Associates for appraisals; engineering staff are working with utility companies to ensure new underground projects will be installed after final right of way lines are determined.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Petersen, seconded by Skou to approve the Recorder’s $87,883.05 June 30, 2023 Quarterly Revenue Report with $25,434.54 retained by the county. Motion carried.
Derek Scott, County Sheriff, presented a revenue report for consideration.
Motion by Skou, seconded by Mummert to accept the Sheriff’s $103,933.16 June 30, 2023 Quarterly Revenue Report as presented with $21,140.14 retained by the county. Motion carried.
Motion by Skou, seconded by Mummert to approve Homestead and Military Credit applications and to disallow applications that no longer qualify for the 2023 assessment year with taxes payable 2024/2025 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Ellis, seconded by Petersen to approve Homestead Exemption applications and to disallow applications that do not qualify for the 2023 assessment year with taxes payable 2024/2025 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Mummert, seconded by Skou to approve six additional Disabled Veteran Homestead Tax Credit applications for the 2023 assessment year with taxes payable 2024/2025 as recommended by the Cherokee County Assessor’s Office. Motion carried.
Motion by Skou, seconded by Ellis to disallow two Disabled Veteran Homestead Tax Credit applications that no longer qualify for the 2023 assessment year with taxes payable 2024/2025 as recommended by the Cherokee County Assessor’s Office. Motion carried.
There were no temporary alcohol permits or not-for-profit contracts to consider.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
