Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, March 21, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Gary Lundquist, Derek Scott, Sarah Tracy, Stu Hogg and Justin Pritts were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Petersen to approve the agenda. Motion carried.
Motion by Petersen, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
There were no comments from the public.
Steve Zarr, Survey Engineering Technician, did not attend the meeting as there were no construction on the county road right of way applications to consider.
Sarah Tracy, County Engineer, presented wage authorizations for consideration and discussed activities in the Secondary Roads Department.
Motion by Mummert, seconded by Petersen to approve a $15.00 per hour wage authorization for Hannah Pigott, Temporary High School Work Based Student and Seasonal Labor, effective March 27, 2023. Motion carried.
Motion by Ellis, seconded by Petersen to approve a $15.00 per hour wage authorization for Kyle Leeds, Temporary High School Work Based Student, effective March 27, 2023. Motion carried.
Tracy presented an updated RAGBRAI ordinance and vendor permit for board review.
Motion by Petersen, seconded by Skou to publish an ordinance summary for RAGBRAI 2023 and set a public hearing. Motion carried.
Motion by Petersen, seconded by Skou to approve a RAGBRAI vendor permit as updated by the county engineer. Motion carried.
Sarah Tracy, County Engineer, discussed construction projects and activities in the Secondary Roads Department.
Derek Scott, County Sheriff, presented a wage authorization for consideration.
Motion by Mummert, seconded by Skou to approve a $25.00 per hour wage authorization for Richard William Roder, Full-Time Deputy, effective April 6, 2023. Motion carried.
Hedgie Brandt, County Treasurer, presented the county’s investment policy and resolution naming depositories for the board’s consideration.
Motion by Mummert, seconded by Ellis to approve the Cherokee County Investment Policy with changes as recommended by the Treasurer’s Office. Motion carried.
Motion by Petersen, seconded by Skou to approve Resolution #2023-10 Naming Depositories “BE IT RESOLVED, that the Board of Supervisors of Cherokee County, Iowa, approves the following list of financial institutions to be depositories of the Cherokee County funds in conformance with all applicable provisions of the Iowa Code. The Cherokee County Treasurer is hereby authorized to deposit the Cherokee County funds in amounts not to exceed the maximum approved for each financial institution as set out below:”

Motion by Skou, seconded by Mummert to acknowledge a change of position and salary adjustment from $47,840 to $56,949 (75% of Assessor’s salary) for Nathanial Story, Deputy Assessor, effective March 6, 2023 as previously approved by the Assessor’s Conference Board. Motion carried.
Motion by Mummert, seconded by Skou to appoint Jacqueline Stephens and Brian Flikeid as Cherokee County Iowa Medical Examiner Investigators as recommended by Dr. Rice, Cherokee County Iowa Medical Examiner. Motion carried.
Motion by Mummert, seconded by Ellis to authorize the chairman to sign an Allocation of Energy Efficient Commercial Building Deduction form assigning tax incentives to CW Suter as designer of the Courthouse HVAC Retrofit Project. Motion carried.
The supervisors provided committee reports, reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Mummert, seconded by Petersen to adjourn the meeting at 9:24 a.m.
