Cherokee County Board of Supervisors Meeting
The Cherokee Count
The Cherokee County Board of Supervisors met in regular session on Tuesday, March 14, 2023 with Rick Mongan, Bryan Petersen, Duane Mummert, Cheryl Ellis and Dave Skou present. Erin Rydgren, Chronicle Times, represented the press. Sarah Tracy, Steve Zarr, Derek Scott and Kenny Schlenger were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Skou, Mummert, Petersen, Mongan; Nayes – none; Abstentions – none.
Chairman Mongan called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Petersen to approve an amended agenda to include cost proposals from L&L Builders. Motion carried.
Motion by Petersen, seconded by Mummert to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Ellis to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office and online.

Steve Zarr, Survey Engineering Technician, presented a utility permit for consideration.
Motion by Mummert, seconded by Petersen to approve an underground construction on county right of way application for Cherokee Rural Water in Section 1 of Cherokee Township. Motion carried.
Kenny Schlenger, Roads Superintendent, discussed quotes and pros/cons for purchasing a new or used side dump trailer.
Motion by Mummert, seconded by Skou to authorize the Roads Superintendent to purchase a new 2023 side dump trailer for $73,000 with specs as quoted from SmithCo, Le Mars. Motion carried.
Sarah Tracy, County Engineer, requested authorization to negotiate fence removal and replacement costs with landowners while acquiring easements for construction projects. The Board of Supervisors currently adopts a resolution to establish standardized rates paid to landowners for fence removal and replacement.
Motion by Mummert, seconded by Ellis to approve Resolution #2023-09 Repeal Prior Resolutions Relating to Right of Way Purchasing Factors and Fence Removal & Replacement Policy “WHEREAS, the Cherokee County Board of Supervisors desires to rescind prior resolutions addressing Right of Way Purchasing Factor and Fence Removal & Replacement Policies and grant the Cherokee County Engineer authority to make right of way decisions in the best interest of the County.” Roll call vote: Ellis-aye, Skou-aye, Petersen-aye, Mummert-aye, Mongan-aye. Motion carried and resolution adopted.
The supervisors reviewed the 2023 RAGBRAI route traveling through Cherokee County, Washta and Quimby. Sarah Tracy, Zoning Administrator, will update language in the previous RAGBRAI Vendor Ordinance for board consideration at a later date.
Schlenger provided an update on activities in the Secondary Roads Department including listing surplus equipment on the Purple Wave auction site and challenges with snow removal during warmer March weather.
Dustin DeJong, Colonial Life, presented voluntary employee benefit options for employees of the county. No action was taken.
Motion by Mummert, seconded by Skou to approve cost proposal #14 for the Cherokee County Courthouse HVAC Retrofit Project. Motion carried.
Motion by Skou, seconded by Petersen to approve cost proposal #11 for the Cherokee County Courthouse HVAC Retrofit Project. Motion carried.
Cost proposal #12 was tabled for further clarification.
Motion by Mummert, seconded by Petersen to approve a proposed 2022/2023 budget amendment for publication and set a public hearing for 9:15 a.m. on April 4, 2023. Motion carried.
Motion by Mummert, seconded by Skou to approve an update to page 18 of the Personnel Handbook effective March 14, 2023. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Mongan called for a motion to adjourn the meeting.
Motion by Skou, seconded by Mummert to adjourn the meeting at 10:16 a.m.
