Monday Tim Holmes, representing the Marcus Golf Course, spoke to the City Council on more decisions that have to be made on the lease between the Golf Course and the proposed buyer, City of Marcus. Further discussion on this will be at the June 13, City Council meeting.
Ordinance #353, “An Ordinance Amending Fees Associated with Variances and Conditional Use Permits” was read with the first reading being approved. The second and third reading of this Ordinance was approved as waived.
Iowa House Candidate from the 13th District, Ken Carlson, was on the agenda. Besides introducing himself, he basically said that no matter who you vote for, it is your responsibility to vote.
The next speaker was Jim Fischer, the Moville Mayor. He addressed the City Council on a proposed Nuisance Enforcement position that other communities in the area could share. He would manage this and it would be located in Moville. He has a budget of $110,000. Depending on how many communities would enter into this agreement, would determine the cost involved for each community. Further discussion on this would be by a nuisance committee that would meet with Moville.
The next items on the agenda City Council Minutes, Bills, Recommendations from IMWCA, Hazardous Communications Policy/Right to Know, the Marcus Trail 5K Permit, and Resolution #22-23, “Transfer of Funds”, have come under one motion unless a request is made for discussion prior to the time the council motes on the motion. These were approved.
Cherokee Wind Energy Project has sent a letter to City Council as the City has property in the project area. A meeting is coming up but by invitation only.
The Cloud software for digital record keeping was approved.
There was discussion on enforcing sidewalk ordinances. A priority list will be made of sidewalks that have been reviewed. A citizen spoke up and asked why some places have sidewalks and others do not. It was stated that those that didn’t probably were under the ordinance stating they didn’t have to have a sidewalk. Is there an ordinance for some of these and why not others? Without making an ordinance now, is there a previous one?
Absolute Inspections will send letters of enforcement to those needing repair.
The building by the water tower has lost some shingles and it was approved to replace with a metal roof.
The 2019 income survey was discussed at length as far as accuracy. Poverty level for Marcus is currently at 38% level. In order to qualify for a Community Development Block Grant, Marcus must be at 51%. Census results will be waited for before conducting a new survey. These results could be given out in 2023. If the City decides to proceed with the project of lining the sewer, a CDBG will help with the cost.
The swimming pool is filled and ready for use probably around May 26. On the Memorial Day weekend, the streets will be swept.
City Clerk Harvey will be gone on vacation when the regular July meeting is scheduled. It was approved to have the July regular meeting moved to Tuesday, July 19 at 5 o’clock p.m.
There were no Attorney or Police reports for this May meeting.
The Marcus City Council met at Council Chambers for their regular meeting on May 9, 2022 at 5 p.m. with Mayor Bunt presiding. Council members present were Ebert, Jenness, Schmillen, and Frangione. Absent was Enneking.
