Marcus Police Department Report
This report from the Marcus Police Department is a continuation of the City Council meeting held on Monday, Feb. 14, 2022.
(1) On January 11, 2022 at approximately 5 P.M., the Marcus Police Department responded to 203 N Beech St., Marcus in an attempt to locate Justice Franks, 29 years old who had active warrants for her arrest. Upon making contact with Franks, Officers took her into custody on the warrants issued for: Gathering, a serious misdemeanor, Possession of Marijuana, a serious misdemeanor and Possession of Paraphernalia, a simple misdemeanor.
While taking Franks into custody, Officers also detected the odor of marijuana emitting from the residence. Officers at this time also identified Jalisa Swartz, 26 years old who also resided in the home. Also in the home were 2 children and an additional two visiting children.
The residence at 203 N Beech St. was also secured by law enforcement while a search warrant was obtained. The Department of Human Services was also contacted at this time. The children in the home were turned over to family.
During the execution of the search warrant, Officers located and seized marijuana, marijuana wax and drug paraphernalia.
At approximately 9 p.m., the Marcus Police Department was advised that Swartz had driven to the Cherokee county Jail in an intoxicated state in an attempt to bond Franks out of jail. Schwartz was arrested by the Cherokee County Sheriff’s Office at this time and charged with Operating While Intoxicated, a serious misdemeanor. Schwartz was booked into the Cherokee County Jail and held in lieu of $1,000.
Franks and Schwartz were additionally charged by the Marcus Police Department with: Possession of Marijuana, a serious misdemeanor, Prohibited Acts, a serious misdemeanor and Possession of Paraphernalia, a simple misdemeanor. Franks was held in lieu of $5,000 total bond. Schwartz was held in lieu of $4,000 total bond.
The Marcus Police Department was assisted during this incident by the Cherokee County Sheriff’s Office and Department of Human Services. Criminal charges are merely an accusation; all subjects are innocent unless proven guilty in the court of law.
(2) On January 19, 2022 the Marcus Police Department arrested Marvin Ray Sowards, 39 years old of Marcus. Sowards is accused of using the internet to make contact with a minor residing in the same household. While communicating with the minor, Sowards is accused of attempting to solicit sexually explicit photographs from a minor.
Sowards was taken into custody and transported to the Cherokee County Jail. Sowards was charged with: Sexual Exploitation of a Minor, a class C Felony and Child Endangerment, an aggravated misdemeanor. Sowards was held in the Cherokee County Jail in lieu of $12,000 bond.

(3) On January 21, 2022 at approximately 12:20 p.m., the Marcus Police Department, made contact with Jalisa Swartz, 26 years old of Marcus. Contact with Swartz was made after she was observed to be yelling in the downtown area and appeared to be fleeing the area before returning to the area minutes later. While speaking to Swartz, it became apparent she was under the influence of intoxicating beverages. Swartz was taken into custody and transported to the Cherokee County Jail. Swartz was charged with Operating While Intoxicated, a serious misdemeanor and held in lieu of $1,000 bond. Swartz was also issued a citation for Open Container. (4) On January 24, 2022 the Marcus Police Department was advised by the Cherokee Cherokee County Sheriff’s Office of warrants that had been issued for Lillie Victoria Thompson, 53 years old of Marcus and Carl Jay Thompson, 50 years old of Larrabee. These warrants were issued in regard to a No Contact Order Violation that occurred in Larrabee earlier in the day and were filed for by the Cherokee County Sheriff’s Office.
At approximately 8:30 p.m., the Marcus Police Department located the pair at the residence of Lillie Thompson in the 400 block of N. Beach St., Marcus. Both were arrested and transported to the Cherokee County Jail. During the arrest and booking, it was also determined that Lillie Thompson was in possession of Marijuana.
Lillie Thompson was booked into jail on the warrant issued for her arrest for: Aiding and Abetting a Violation of a No Contact Order, a simple misdemeanor. At this time, Lillie Thompson was also charged with: Possession of Marijuana 3rd or Subsequent Offense, a class D felony and Possession of Controlled Substance in Correctional Facility, a class D Felony.
Carl Thompson was booked into jail on the warrant issued for his arrest for: Violation of a No Contact Order, a simple misdemeanor. Carl Thompson was also booked into jail on a warrant issued out of O’Brien County for: Mittimus to Serve 5 days, original charge, Operating Without Owners Consent.
On January 25, 2022 at approximately 12:45 a.m. the Marcus Police Department along with the Cherokee Sheriff’s Office executed a search warrant at Lillie Thompson’s residence in Marcus. During the execution of this search warrant, Officers seized methamphetamine and drug paraphernalia.
Lillie Thompson was further charged with: Possession of Methamphetamine 3rd of Sub Offense, a class D Felony and Possession of Drug Paraphernalia, a simple misdemeanor.

(5) On January 29, 2022 at approximately 2:15 p.m., the Marcus Police Department arrested Joe Strahmann, 44 years old of Marcus. Strahmann was taken into custody without incident after Officers responded to the 100 block of E Amherst in regards to a domestic disturbance at that location involving Strahmann. During this incident Officers located drug paraphernalia in Strahmann’s residence.
Strahmann was transported to the Cherokee County Jail where he was charged with Domestic Abuse Assault, a simple misdemeanor and Possession of Drug Paraphernalia, a simple misdemeanor. Strahmann was held in the Cherokee County Jail in lieu of $300 bond.

(6) On February 4, 2022 at approximately 10:00 p.m., the Marcus Public Department responded to the 100 block of N Oak St. in an attempt to locate Tyler Danbom, 32 years old of Marcus. Danbom was being sought on a warrant issued for his arrest for a Parole Violation, original charge Possession with intent to Deliver Methamphetamine.
On arrival to Danbom’s residence, Officers were met by Stephanie Droog, 33 years old of Alton, IA. Droog at this time intentionally provided false information in regard to Danbom and his location in an effort to prevent his apprehension despite knowing Danbom was hiding within the residence.
A consent search of the residence was conducted after Officers observed signs of drug use. During the search, Officers located methamphetamine, unlawfully possessed prescription pills and drug paraphernalia.
As a result of this incident the following charges have been filed:
Tyler Danbom: Possession of Controlled Substance 2nd offense (Methamphetamine), an aggravated misdemeanor. Possession of Controlled Substance 2nd offense (Dextroamphetamine), an aggravated misdemeanor, and Possession of Controlled Substance 2nd offense (Clonazepam), an aggravated misdemeanor.
Danbom was also booked in on the warrant issued for his arrest for: Probation Violation, original charge; Possession with intent to Deliver Methamphetamine, a class C Felony. Danbom was held in the Cherokee County Jail on No Bond.
Stephanie Droog: Interference with Official Acts, a simple misdemeanor. Droog was released from custody after posting $300 bond.

(7) On February 5, 2022 at approximately 9:30 p.m., Shenise Carreto, 27 years old of Marcus was taken into custody on a warrant issued for her arrest. Carreto’s warrant was issued on charges filed by the Marcus Police Department for 4 counts of Child Endangerment.
Carreto’s arrest stems from an investigation into the use of methamphetamine at Carreto’s apartment in the 500 block of Ridgeway Drive. Carreto is accused of exposing or causing her children and an additional child in residence to be exposed to methamphetamine. These children have been removed and placed in the custody of the Department of Human Services.
Carreto was transported to the Cherokee County Jail where she was booked in on the warrant issued for her arrest and held in lieu of $2,000 bond.
The Marcus Police Department was assisted during this investigation by the Cherokee County Sheriff’s Office and Department of Human Services.

(8) On February 10, 2022, at approximately 11:30 a.m., Bill Daly, 43 years old of Marcus was taken into custody on a warrant issued for his arrest. Daly’s warrant was issued on charges s filed by the Marcus Police Department for 4 counts of Child Endangerment.
Daly’s arrest stems from an ongoing investigation into the use of methamphetamine at his apartment in the 500 block of Ridgeway Drive. Daly and his girlfriend, who was previously arrested, are accused of exposing or causing children in the residence to be exposed to methamphetamine. These children have been removed and placed in the custody of the Department of Human Service.
Daly was transported to the Cherokee County Jail where he was booked in on the warrant issued for his arrest and held in lieu of $2,000 bond.
The Marcus Police Department was assisted during this investigation by the Cherokee County Sheriff’s Office, Department of Human Services and MercyOne Child Advocacy Center.
