Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, November 30, 2021 with Rick Mongan, Bryan Petersen, Gary Lundquist and Duane Mummert present. Wane Miller was absent. There were no representatives from the press. Sarah Tracy was also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mongan, Petersen, Mummert, Lundquist; Nayes – none; Abstentions – none.
The Pledge of Allegiance was led by Chairman Lundquist.
Motion by Mummert, seconded by Petersen to approve the agenda. Motion carried.
Motion by Mongan, seconded by Petersen to approve the minutes of the previous meeting. Motion carried.
Derek Scott, County Sheriff, presented a wage authorization for consideration.
Motion by Mongan, seconded by Petersen to approve an $18.79 per hour wage authorization for Adam Rapp, Full-Time Dispatcher, effective January 3, 2022. Motion carried.
Sarah Tracy, County Engineer, presented utility permits, construction documents and a wage authorization for consideration.
Motion by Mummert, seconded by Petersen to approve Resolution #2021-18 “WHEREAS, the Board of Supervisors believes the #BROS-SWAP-CO18(81)–SE-18, hereafter referred to as “the project” is in the best interest of Cherokee County, Iowa, and the residents thereof. The project is defined as replacement of the Silver 118 structure; and BE IT FURTHER RESOLVED by the Board of Supervisors of Cherokee County, Iowa, that after receiving the necessary contract documents, including but not limited to, the contractor’s bond and certificate of insurance, Sarah Tracy, the County Engineer for Cherokee County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the contracts in connection with the afore awarded construction project let through the DOT for this county.” Roll call vote: Mongan-aye, Petersen-aye, Mummert-aye, Lundquist-aye. Motion carried and resolution adopted.
Motion by Mongan, seconded by Mummert to approve a $24.61 per hour wage authorization for Jacob Preuss, Operator, effective December 13, 2021, with a benefit exception as follows: 1) Preuss will be allowed to carry over 40 hours of vacation from one year to the next as defined in the employee handbook. 2) Preuss will be given 80 hours (2 weeks) of vacation upon hire date of December 13, 2021. 3) On his first anniversary (12/13/2022) Preuss shall be given 80 hours (2 weeks) of vacation. 4) On his second anniversary (12/13/2023) Preuss shall be given 80 hours (2 weeks) of vacation and will thereafter follow the vacation schedule as stated in the employee handbook. Motion carried.
Motion by Mongan, seconded by Petersen to approve an underground construction application on county right of way for MidAmerican Energy in Sections 4 and 5 of Amherst Township and Sections 19, 20, 21, 28, 29, 30, 32 and 33 of Marcus Township. Motion carried.
Motion by Mummert, seconded by Mongan to approve a $40,000 annual salary authorization for Michelle Means, Legal Secretary/Paralegal/Victim Witness Coordinator, effective December 1, 2021. Motion carried.
Motion by Mummert, seconded by Petersen to approve a separation of employment and $1,728.31 final payout of comp hours and hours worked for Derek Nixon, Dispatcher, effective November 25, 2021. Motion carried.
Motion by Mummert, seconded by Mongan to authorize the chairman to sign a Community Health Agreement between Sioux Valley Memorial Hospital Association d/b/a Cherokee Regional Medical Center (Authorized Agent) and Cherokee County acting through the Cherokee Local County Board of Health (Contractor); with the Authorized Agent providing core public health functions and essential public health services in exchange for compensation from Cherokee County (Contractor) of $113,000 in the fiscal year ending June 30, 2022 in addition to the Local Public Health Services Grant and all public health services grant funds received. Motion carried.
Motion by Mongan, seconded by Petersen to approve “Cherokee County Provider and Program Participation Agreements” for fiscal year 2022 county funding of covered services that benefit Cherokee County citizens and individuals as provided by the Family Crisis Centers. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
Lundquist called for comments from the public. Sarah Tracy, County Engineer, reported on construction projects and Title VI information.
There being no further business, Chairman Lundquist adjourned the meeting at 9:38 a.m.
