Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, December 2, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. There were no representatives from the press. Tyler Hahn, Chuck Stubbe, Tony Puffett, Nathanial Story, Collette Sivinski, John Nitz, Russell Winterhof, Steve Thomas, Derek Scott, Jodi Mongan, Samantha Boothby, Stu Hogg, Darren Stowater, Adam Thomas, Nick Livermore, Dallas Carey, Linda Sones, and Cathy Smith were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – two; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Mullins, seconded by Ellis to approve the agenda. Motion carried.
Motion by Skou seconded by Bellefy to approve the minutes of the previous meeting. Motion carried.
There were no comments from the public.
Extensive discussion regarding the Slough Bill was had by those in attendance. Several comments were voiced regarding the need to understand the state process and have the process better monitored by all departments involved, keeping the best interest of all involved, while following established guidelines. We will continue to partner with the Soil and Water Conversation – Cherokee County team going forward.
Supervisor Ellis expressed an apology to those in attendance on behalf of the Board of Supervisors that there has been a delay in the Slough Bill process; as we are working to ensure everyone better understands what the process is going forward. Everyone in attendance was offered the Iowa Natural Conservation or Wildlife Areas Property Tax Exemption Form 54-010a application by Nathanial Story presenting the Assessor’s office.
Jodi Mongan, County Treasurer, presented a wage authorization for a Treasurer-Tax clerk. Motion by Ellis seconded by Petersen to approve wage authorization for Kacie Mammen effective December 10, 2025; at $21.50 per hour for 90 days and then $21.75 per hour at that time. Motion carried with Bellefy and Mullins voting nay.
Tyler Hahn with the Cherokee County Library Association shared annual report of activities. Linda Sones – Quimby Library and Dallas Carey – Marcus Library, spoke in appreciation of the financial support from Cherokee County. They all shared that we need to remember that Cherokee County libraries are an asset to the county residents.
Supervisor Ellis excused herself from the meeting at 10:45 a.m.
Motion by Bellefy, seconded by Skou to appoint Supervisors Petersen and Mullins to the Solar Ordinance Review Committee. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Bellefy, seconded by Skou to adjourn the meeting at 10:56 a.m.
