Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, October 14, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. There were no representatives from the press. Tony Puffett, Kelly Puhrmann, Kenny Schlenger and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Mullins to approve the agenda. Motion carried.
Motion by Ellis, seconded by Bellefy to approve the minutes of the previous meeting. Motion carried.
Motion by Skou, seconded by Bellefy to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

Kelly Puhrmann, County Engineer, presented a wage authorization and utility permits for consideration.
Motion by Mullins, seconded by Ellis to approve a $28.04 wage authorization for Derek Iwen, Secondary Roads Operator, effective November 3, 2025. Motion carried.
Motion by Bellefy, seconded by Ellis to approve an underground construction on county right of way application for Iowa Lakes Electric Cooperative in Section 20 of Diamond Township. Motion carried.
Motion by Ellis, seconded by Skou to approve an underground construction on county right of way application for Iowa Lakes Electric Cooperative in Section 36 of Rock Township. Motion carried.
Puhrmann provided an update on activities in the Secondary Roads Department.
Closeout documents were not received for the courthouse entry project.
Motion by Bellefy, seconded by Mullins to approve a final closeout of the Courthouse East Entrance Project with the county keeping $9,840.55 of retainage due to late construction completion per terms of the contract. Motion carried.
Nancy Nelson, Green Pastures Country Boutique, requested one block of L51 in downtown Quimby to be temporarily closed for a vendor fair and food truck event on October 18, 2025. Nelson reported that similar events are planned to be held every year in the spring and fall. The supervisors expressed their support of events promoting all cities in Cherokee County and thanked Nelson for her work on promoting her business and the county.
Motion by Mullins, seconded by Skou to approve a temporary closure of L51 through Quimby on October 18, 2025 for the purpose of a vendor fair and food trucks with an agreement that the City of Quimby will be responsible for all liabilities that may be incurred during this event and that Quimby City crews will be responsible for placing and removing detour signs and barricades before, during and after the event. Motion carried.
Motion by Skou, seconded by Bellefy to approve a DNR confinement construction permit application and Master Matrix scoring for Chris DeRocher – CDF Site (Facility #70262) in Section 35 of Tilden Township. Motion carried.
Motion by Ellis, seconded by Skou to approve voiding of three outstanding disbursements from previous fiscal years totaling $69.83 and to return the monies to the funds that the warrants were originally issued from. Motion carried.
The supervisors declined a proposal to add an additional group life insurance policy through AFLAC.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Skou, seconded by Bellefy to adjourn the meeting at 9:51 a.m.
