Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, October 7, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou, Ray Mullins II and Shane Bellefy present. Tom Cullen, Storm Lake Times, represented the press. Sam Boothby, Derek Scott, Kelly Puhrmann, Joseph Crosgrove, Blaine Waire, Tony Puffett, Michael Richards, Patty Beyer and Stu Hogg were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Mullins, Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Skou, seconded by Bellefy to approve the agenda. Motion carried.
Motion by Ellis, seconded by Mullins to approve the minutes of the previous meeting. Motion carried.
Chairman Petersen asked for comments from the public. Patty Beyer read a statement of concerns regarding the proposed carbon capture pipeline and urged the supervisors to adopt an ordinance to establish setbacks from homes to provide safety to county residents. The supervisors thanked Beyer for her comments.
Kelly Puhrmann, County Engineer, presented utility permits for consideration.
Motion by Mullins, seconded by Skou to approve an underground construction on county right of way application for Cherokee Rural Water in Sections 14 and 23 of Grand Meadow Township. Motion carried.
Motion by Bellefy, seconded by Ellis to approve an underground construction on county right of way application for Cherokee Rural Water in Sections 17 and 18 of Afton Township. Motion carried.
Puhrmann provided an update on activities in the Secondary Roads Department.
Derek Scott, County Sheriff, presented a revenue report for consideration.
Motion by Skou, seconded by Bellefy to accept the County Sheriff’s $69,762.47 September 30, 2025 Quarterly Revenue Report with $30,680.19 retained by the county. Motion carried.
Sam Boothby, County Recorder, presented a revenue report for consideration.
Motion by Ellis, seconded by Skou to accept the County Recorder’s $73,519.47 September 30, 2025 Quarterly Revenue Report with $26,359.05 retained by the county. Motion carried.
Joseph Crosgrove, Summit Carbon Solutions, provided information regarding a proposed carbon capture pipeline reporting that total land acquisitions in Cherokee County is 76% to date and negotiations with landowners continue. Crosgrove provided dates when public meetings will be held in Cherokee County providing an opportunity for questions and concerns.
Motion by Ellis, seconded by Skou to reschedule the November 11, 2025 regular board meeting to meet on November 12, 2025 due to the Veteran’s Day Holiday. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Ellis, seconded by Skou to adjourn the meeting at 9:42 a.m.
