Primghar Lagoon StillFacing Challenges

The Primghar Council approved a pay request for lagoon work in the amount of $138.161.00. Retainage is still on hand as council works through some functional deficits to the lagoon project with the contractor and the engineers. The primary issue is flooding in the blower building. Plastic wall covering has been installed and left 4 inches above the floor. A disagreement between the engineer and the contractor if the slope was built to design needs resolution. During the discussion the thought of prevention for consequences in the event of a lightening strike. Snow blowing into the structure from the northwest also became a concern. Council will look into shut offs and other protective devices at the facility. Consideration of a sump pump installation and an appropriate location got a lot of discussion at the regular meeting on Tuesday October 14.
A maintenance agreement for the water tower was tabled to get answers to many questions about the program. It was described by council members as a sort of pre-pay for painting.
An old generator in the basement of the light plant needs to be removed. Access for removal requires a hole to be punched in a wall. Discussion of where to do that or some other kind of access met with a lot of ideas, concerns and discussion. Goebel Salvage had submitted removal as free of charge if they made money from removing it. Discussion about how to cap any charges was held and the City Clerk, Jaynee Rushton was authorized to negotiate a price and directed to send a letter.
The Planning and Zoning Board recommended to council to approve a zoning change for a property recently rehabilitated. The former single family dwelling had been approved for 2 apartments. The new owners, A and D Jungers, requested the property be zoned as multi family. They were able to build three apartment units into the property.
Neighbors had submitted concerns about parking on the corner lot with for 3 families. Council heard that the property was at a stage to have its own parking so street parking difficulty isn’t such a concern. The rezoning request was approved.
