Marcus City Council Meeting
Regular Meeting of the City Council was November 11th, 2024, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Schmillen, Whited, Edwards, Jenness.

Motion by Ebert, seconded by Schmillen to approve Consent Agenda: City Council Minutes, Bills, Res #24-33, “Transfer of Funds, Res#24-33, “Setting Time and Place for a Public Hearing for the Purpose of Soliciting Written and Oral Comments on the City’s 2025 Budget Amendments”,
Res #24-35, “Resolution Approving Statement of Completion and Final Acceptance of Work for the Marcus Community Trail by the Council of Marcus, Iowa”, Annual Finance Report, ICAP Cyber Security Risk Control Recommendations. Ayes: all. Nayes: none. Motion carried.
Res #24-34 “Resolution Fixing Date for a Meeting on the Authorization of a Loan and Disbursement Agreement and the Issuance of Not to Exceed $130,000 Water Revenue Capital Loan Notes of the City of Marcus, Iowa, And Providing for Publication of Notice Thereof” Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Joe Frangione, Marcus Postmaster asked the Council to consider making the west side of Locust Street no parking outside of the Post Office. The mail truck has troubles getting into the driveway from the East because of congestion and patrons have troubles seeing around the parked cars coming out of the post office driveway.
Issac Cruz, Cruz Electric present his proposal for LED light replacements for City buildings using the Mid-American grant for Commercial buildings. The Council will review the proposal and make a decision at the December meeting.

Motion by Schmillen, seconded by Whited to approve first reading of Ordinance 365 “An Ordinance Amending the Code of Ordinances of the City of Marcus, Iowa by Amending Provisions Pertaining to Publication of Minutes”. Ayes: all. Nayes: None. Motion carried.

Clerk report- KRP is currently on-site conducting their yearly City examination.
NO Public Works report.
Police report by Chief Flikeid. Last month, Flikeid was asked by the Iowa Attorney General’s Office to present on Sexual Assaults in Rural Iowa, reported of on-going investigation and death investigation on behalf of the County.

NOTICE OF MEETING OF THE City Council OF the City of Marcus, IOWA ON THE MATTER OF THE PROPOSED AUTHORIZATION OF A LOAN AND DISBURSEMENT AGREEMENT AND THE ISSUANCE OF not to exceed $130,000 WATER REVENUE CAPITAL LOAN NOTES, AND THE PUBLIC HEARING ON THE AUTHORIZATION AND ISSUANCE THEREOF
PUBLIC NOTICE is hereby given that the Council of the City of Marcus, Iowa, will hold a public hearing on the 9th day of December, 2024, at 5:00 o’clock P.M., in the Council Chambers, City Hall, 222 North Main Street, Marcus, Iowa, City of Marcus, Iowa, at which meeting the Council proposes to take additional action for the authorization of a Loan and Disbursement Agreement by and between the City and the Iowa Finance Authority, and the issuance to the Iowa Finance Authority of not to exceed $130,000 Water Revenue Capital Loan Notes to evidence the obligations of the City under said Loan and Disbursement Agreement, in order to provide funds to pay the costs of acquisition, construction, reconstruction, extending, remodeling, improving, repairing and equipping all or part of the Municipal Water System. The Notes will not constitute general obligations or be payable in any manner by taxation, but will be payable from and secured by the Net Revenues of the Municipal Water System.
The proceeds of the Water Revenue Capital Loan Notes may be applied to pay project costs directly or to pay interim financing which the City will issue in anticipation of the future receipt of funds or Note proceeds applicable to the foregoing project and purpose.
At the above meeting the Council shall receive oral or written objections from any resident or property owner of the City, to the above action. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action for the authorization of said Loan and Disbursement Agreement and the issuance of Notes or will abandon the proposal to issue the Notes.
This Notice is given by order of the Council of City of Marcus, Iowa, as provided by Sections 384.24A and 384.83 of the City Code of Iowa, as amended.
