Marcus City Council Meeting and Bills
Regular Meeting of the City Council was held October 13th, 2025, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Jenness, Schmillen, Whited, Edwards.
Motion by Ebert, seconded by Schmillen to approve Consent Agenda: City Council Minutes, Bills, Treasurer’s Report, Res #25-29 “Transfer of Funds”, Health Insurance Renewal, Dental and Eye Insurance Renewal. Ayes: Ebert, Jenness, Schmillen, Whited, Edwards. Nayes: none. Motion carried.
Chief Flikeid gave the report of arrests.
Matt Dreckman, Streets Superintendent gave the public works report – the pool was inspected in late August for leaks. It was determined that the perimeter of the pool needs recalked. He is waiting for the quote from Leak Detectors. They have reseeded the grass around the pool and it will be winterized once they stop watering the new grass.
After reviewing blacktop quotes for S Walnut Street, this project will need to be discussed at budget time along with all the areas in Marcus that need to be fixed and make a priority list.
No discussion was held on Friends of the Library Storage Shed – Marjo Daum wasn’t present.
Francis Hinspeter addressed the Council concerning his neighboring property at 113 S Locust St asking the Council to start the clean up process. John Hines, City Attorney, gave the Council four options to get the property cleaned up. John will do a lien search on the property and pursue asking the property owner to turn over the property to the City or the City will start the court process.
Motion by Edwards, second by Ebert to approve sending property owners in the Country View Subdivision a letter that sidewalks are required as a condition of the covenants in that addition. Ayes: all. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Edwards to have Dave Christensen inspect sidewalks South of Amherst Street and compile of list of sidewalks needing replaced. Ayes: all. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Jenness to approve Res 25-30, “A Resolution Approving the Keeping of Livestock at 313 W Amherst Street as an Exception to the City Zoning Code”. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Schmillen to approve first reading of Ordinance 370, “An Ordinance Amending the Code of Ordinances of the City of Marcus, Iowa, by Amending Provisions Pertaining to Public Hearing Requirements – Zoning” per recommendation of Planning & Zoning. Ayes: all. Nayes: none. Motion carried.
Motion by Ebert, seconded by Schmillen to waive second and third reading of Ordinance 370. Ayes: all. Mayes: none. Motion carried.
Motion by Ebert, seconded by Jenness to approve first reading of Ordinance 371, “An Ordinance Amending the Code of Ordinances of the City of Marcus, Iowa, by Amending Provisions Pertaining to Public Hearing Requirements”. Ayes: all. Nayes: none. Motion carried.
Motion by Edwards, seconded by Schmillen to waive second and third reading of Ordinance 371. Ayes: all. Mayes: none. Motion carried.
Mayor Bunt acknowledged the work Schmillen’s Construction did to help the City with the Fenton Street repairs at no cost to the City. Bunt also shared the nomination form for the Iowa Rural Water Association with the Council. If they have any nominations, they are to submit them.
Clerk Harvey announced Residential Trick or Treating will be on Oct. 30th due to no school on the 31st and the Chamber having their Trick or Treating on the 30th after school and a potential payoff football game on the 31st. Harvey will be gone to Des Moines for training Oct. 15-17 the office will be closed to the public.
