Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, December 23, 2025 with Bryan Petersen, Cheryl Ellis, Dave Skou and Shane Bellefy present. Ray Mullins II was unable to be in attendance. There were no representatives from the press. Tony Puffett, Rhonda Thompson, Kelly Weise, Stephanie Henrich and Chuck Stubbe were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Ellis, Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Ellis, seconded by Skou to approve the agenda. Motion carried.
Motion by Bellefy, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
Motion by Bellefy, seconded by Ellis to approve the claims for payment as presented. Motion carried. A complete listing is available for review in the County Auditor’s office.

There were no comments from the public.
Stephanie Henrich, CAASA Executive Director, gave an informative presentation on services provided in Cherokee County and asked for $7,500 of county funding for the next budget year. The supervisors thanked CAASA staff for providing crucial services in Cherokee County and will take the budget request under consideration.
Kelly Puhrmann, County Engineer, was unable to attend the meeting.
Rhonda Thomspon, Hopkins Insurance, presented flood policy options for insuring conservation properties for FEMA requirements.
Motion by Bellefy, seconded by Skou to approve a $2,514.00 quote for flood coverage on the Cherokee County Conservation Office including $100,000 building coverage; $50,000 business personal property coverage with a $1,000 deductible and a $1,898.00 quote for flood coverage on Uncle Tom’s Cabin including $50,000 building coverage; $13,000 business personal property coverage with a $1,000 deductible and an effective date of January 1, 2026 on both policies. Motion carried.
Motion by Ellis, seconded by Skou to approve Resolution #2025-25 Inter-Fund Operating Transfer of $1,100,000.00 from Rural Basic Fund to Secondary Road Fund effective December 23, 2025. Roll call vote: Ellis-aye, Bellefy-aye, Skou-aye, Petersen-aye. Motion carried and resolution adopted.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Bellefy, seconded by Skou to adjourn the meeting at 10:01 a.m.
