Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Tuesday, November 4, 2025 with Bryan Petersen, Dave Skou and Shane Bellefy (via telephone) present. Cheryl Ellis and Ray Mullins II were unable to attend. There were no representatives from the press. Tony Puffett, Chuck Stubbe, Kyle Basten, Lacey Daum, Joel Ehrig, Patty Beyer and Kelly Puhrmann were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Bellefy, Skou, Petersen; Nayes – none; Abstentions – none.
Chairman Petersen called the meeting to order at 9:00 a.m. and led the Pledge of Allegiance.
Motion by Bellefy, seconded by Skou to approve the agenda. Motion carried.
Motion by Petersen, seconded by Skou to approve the minutes of the previous meeting. Motion carried.
Chairman Petersen asked for comments from the public. Patty Beyer requested county support for landowner issues related to a proposed carbon capture pipeline and encouraged transparency of public meetings.
Tracy Feathers, Family Crisis Centers, provided an update on services provided to Cherokee County residents and requested $5,500.00 of county funding for the 2026/2027 year. The request will be taken under consideration during the budget process.
Kelly Puhrmann, County Engineer, provided an update on activities in the Secondary Roads Department.
Lacey Daum, Assessor’s Office Manager, presented property tax credit applications for the board’s consideration.
Motion by Skou, seconded by Bellefy to approve Family Farm applications for the 2025 assessment year with taxes payable in 2026/2027 and to disallow Family Farm applications that no longer qualify as recommended by the Cherokee County Assessor’s Office. Motion carried.
Kyle Basten, Beck Engineering, answered questions regarding closeout documents received for the Courthouse East Entry Project that was contracted with a September 2024 completion date.
Motion by Skou, seconded by Bellefy to approve Change Order #1 for adjustment of quantities resulting in a total contract reduction of $13,541.90. Motion carried.
Motion by Bellefy, seconded by Skou to approve a $4,840.55 payment to Haselhoff Construction for Final Payment Application #3 to close out the Courthouse East Entry Project. Motion carried.
Motion by Skou, seconded by Bellefy to approve a request from Iowa State Association of Counties for support of an amicus brief including a one-time payment of $500 from the Rural Betterment Fund. Motion carried.
The supervisors provided committee reports and reviewed meeting schedules.
There being no further business, Chairman Petersen called for a motion to adjourn the meeting.
Motion by Skou, seconded by Petersen to adjourn the meeting at 9:30 a.m.
