Cherokee County Board of Supervisors Meeting
The Cherokee County Board of Supervisors met in regular session on Monday, January 3, 2022 with Gary Lundquist, Wane Miller, Rick Mongan, Duane Mummert, and Bryan Petersen present. There were no representatives from the press. Dave Skou, Laura Jones, and Justin Pritts were also in attendance. Unless otherwise indicated, all votes were offered as follows: Ayes – Lundquist, Petersen, Mummert, Miller, Mongan; Nayes – none; Abstentions – none.
The Pledge of Allegiance was led by Wane Miller, Veteran Affairs Commissioner.
At 9:00 a.m., Board Clerk Kris Glienke called the 2022 Organizational Meeting of the Cherokee County Board of Supervisors to order.
Glienke called for nominations for Board Chairman for 2022.
Mummert nominated Mongan for chairman.
Hearing no further nominations, Glienke asked for a motion to elect a Chairman for 2022.
Motion by Mummert, seconded by Petersen to elect Mongan as Chairman for 2022. Motion carried.
Mongan presided over the remainder of the meeting in the Chairman position.
Motion by Mummert, seconded by Miller to approve the agenda. Motion carried.
Motion by Petersen, seconded by Lundquist to approve the minutes of the previous meeting. Motion carried.
Chairman Mongan called for nominations and a motion to appoint the 2022 Vice Chairman.
Motion by Lundquist, seconded by Petersen to nominate and elect Miller as 2022 Vice Chairman.
No further nominations were heard. Motion carried.
Motion by Mummert, seconded by Miller to appoint Kris Glienke, County Auditor, as Clerk to the Board of Supervisors for the 2022 year. Motion carried.
Motion by Lundquist, seconded by Petersen to set the regular meeting time of the Cherokee County Board of Supervisors for 9:00 a.m. on Tuesdays in the Boardroom of the Cherokee County Courthouse and to set an agenda deadline for 12:00 noon the Friday before the meeting. Motion carried.
Motion by Mummert, seconded by Miller to designate Cherokee Chronicle Times, Aurelia Star and Marcus News as the official newspapers for 2022. Motion carried.
Motion by Lundquist, seconded by Miller to set the employee mileage rate at 50 cents per mile for the 2022 calendar year. Motion carried.
Motion by Mummert, seconded by Lundquist to approve the 28 member Eminent Domain Commission for 2022. Motion carried.
Motion by Mummert, seconded by Petersen to approve Resolution #2022-01 “DNR Master Matrix for 2022”. Roll call vote: Lundquist-aye, Petersen-aye, Mummert-aye, Miller-aye, Mongan-aye. Motion carried and resolution adopted.

Motion by Lundquist, seconded by Petersen to reappoint Brad Husman to the Cherokee County Conservation Board for a five (5) year term ending December 31, 2026. Motion carried.
Motion by Mummert, seconded by Petersen to reappoint Rick Angell to the Cherokee Aviation Authority for a four (4) year term ending December 31, 2025. Motion carried.
Motion by Mummert, seconded by Miller to reappoint Matt Todd as Cherokee County Weed Commissioner for a one (1) year term ending December 31, 2022. Motion carried.
Motion by Lundquist, seconded by Petersen to reappoint Dr. Timothy Rice as Cherokee County Medical Examiner for a two (2) year term ending December 31, 2023. Motion carried.
Motion by Miller, seconded by Mummert to appoint Kayla Ludvigson as Board of Health member for a three (3) year term ending December 31, 2024. Motion carried.
Motion by Mummert, seconded by Lundquist to reappoint Dr. Timothy Rice as Board of Health member for a three (3) year term ending December 31, 2024. Motion carried.
Motion by Mummert, seconded by Petersen to reappoint Jodi Schlichting as Civil Service Commissioner for a six (6) year term ending December 31, 2027. Motion carried.
Motion by Miller, seconded by Mummert to approve Resolution #2022-02 Supporting the Second Amendment of the United States Constitution. Roll call vote: Lundquist-aye, Petersen-aye, Mummert-aye, Miller-aye, Mongan-aye. Motion carried and resolution adopted.
The supervisors provided committee reports and reviewed meeting schedules.
Mongan called for comments from the public and hearing none, called for a motion to adjourn the meeting.
Motion by Mummert, seconded by Lundquist to adjourn the meeting at 9:20 a.m. Motion carried.

ORDINANCE NO. 352
AN ORDINANCE ADDING NEW PARAGRAPHS TO A SUBSECTION OF
THE ZONING ORDINANCE OF THE CITY OF MARCUS, IOWA TO EXTEND TEMPORARY EXCEPTIONS WITHIN THE RECREATIONAL PARKING PROHIBITION
BE IT ORDAINED by the City Council of the City of Marcus, Iowa:
SECTION 1. SUBSECTION AMENDED. Chapter V of the Zoning Ordinance regulates Fences, Patios and Decks, Off-Street Parking and Storage. Subsection 3(B) regulates Off-Street Parking of Motor Vehicle Parking and Storage. The following subparagraph shall be repealed and the following adopted:
(10) Temporary Exception. Up to and until January 1, 2027, all owners of HC zoned real estate may apply to City Hall to have one or more Recreational Vehicles permitted on the premises.
a. No application may be approved without proof of the following:
i. Proof of Insurance for Such Activity
ii. Plans for Electric, Water, and Sewer Utility Availability
iii. Proper Waste Removal
iv. Promise to require no open fire permitted on the premises.
v. Plan for Removal.
b. No Recreational Vehicles shall be permitted on the premises until the City has inspected the premises for compliance.
c. The real estate shall be restored to permitted use by June 1, 2027 and service panels removed.
d. Failure to abide by this ordinance shall result in immediate revocation of the application at Owner’s expense, a municipal infraction, and/or any other remedy available to the City of Marcus, Iowa.
SECTION 2. SEVERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 3. WHEN EFFECTIVE. This ordinance shall be in effect from and after its final passage, approval, and publication as provided by law.

Marcus City Council Special Meeting
Regular Meeting of the City Council was held January 10th, 2022, at 5:00 pm with Mayor Bunt presiding. Council members present: Ebert, Jenness, Enneking, Frangione. Schmillen joined late. Also, present: Zack Rassel, Elaine Rassel, Bill Anderson, and Brian Freed
Pledge of Allegiance.
Motion by Enneking, seconded by Jenness to approve agenda, minutes, bills, and clerk’s report. Ayes: Ebert, Jenness, Enneking, Frangione. Nayes: none. Motion carried.
Bill Anderson and Brian Freed for CAEDC gave the Council and end of 2021 year-in-review report.

Police Chief Flikeid reported on arrests made and explained First Net Cellular Plan for the Police Department.

Councilmember Schmillen shared with the Council a quote for alley repairs from Barkley Asphalt.
Mayor Bunt reported meeting Dakin Schultz and Shane Tymkowicz with Iowa DOT to revisit installing a roundabout in place of a turning lane. Mayor Bunt asked the Council to give him permission to send a letter of recommendation for the roundabout to Iowa DOT.
Motion by Frangione, seconded by Ebert to approve Mayor Bunt resending a letter of recommendation to Iowa DOT. All Ayes. Nayes. None. Motion carried.
